Acknowledgements

I wish to acknowledge, with thanks, the invaluable guidance and active support received from a range of individuals, institutions and organisations:

The Task Team (TT):   The TT was constituted from experts in the field of language policies and practices, together with educators with expertise in department of education processes and initiatives, particularly curriculum and systems operations. The team was mandated to: firstly, develop a Work Plan to address the Brief; secondly, engage in or supervise the research and writing tasks required by the Work Plan; and thirdly, develop a Draft and Final Report for submission to the Western Cape Education Department (WCED) and the Minister.

The Advisory Committee (AC):   The AC was conceived as a high-powered team consisting of members representing the main stakeholders in the language of instruction debate. The AC was responsible for providing advice and guidance to the TT on the Work Plan, the Draft Report and the Final Report.

Project Partners:   The WCED entered into an Agreement of Co-operation with the University of Cape Town (UCT), through the Project for the Study of Alternative Education in South Africa (PRAESA), to coordinate research into mother-tongue and third language tuition in all primary schools in the Western Cape on a co-operative basis. The agreement allowed for finances to be managed by UCT on behalf of the project.

The Chief Director: Education Planning, WCED,  provided a liaison and monitoring function on behalf of the Department. The office Secretary also rendered some administrative and organisational support to the project.

The State Law Advisor for Education, WCED,  responded positively to a request for a legal opinion on the powers of the Minister to legislate, and WCED to implement, the proposed new language policy.
