Introduction Schools which perform outstandingly in two categories receive Ministerial awards in 2004. These categories are
Excellence and improvement can be defined in many ways. The WCED and the MEC have chosen to define them in terms of two key priorities for the Western Cape namely human resource development and A Home for All. In practical terms this means two things. First, in relation to HRD schools are recognised for providing opportunities to increasing numbers of learners. In all categories to day consistency of performance over three years while maintaining or increasing Grade 12 enrolment levels are taken into consideration when identifying recipients. All schools (including independent schools) entering candidates for the Senior Certificate examination of the WCED are eligible to win an award. Second, in relation to A Home for All we recognise schools that provide opportunities for a range of learners that have not historically attended these schools. Our CED and HoR schools have taken large numbers of black and coloured learners and many of our DET and HoR schools provide opportunities to learners from other provinces and other African countries 0- often the most vulnerable of the young people living in the Western Cape.
Category 2: Improvement in Senior Certificate outcomes
In the category of academic excellence there are three sub-categories: excellence in academic achievement in the context in which the school operates; excellence in academic achievement on a set of given criteria and excellence in maths and science output. The International literature on school improvement is agreed that socio-economic status or proverty of learners is the enduring determinant of success at school. For this reason schools that buck this trend and provide learners with opportunities for class and social mobility are universally regarded as excellent. The most prestigious of the Ministerial Excellence awards goes to ten schools who have been identifies on a weighted formula of pass numbers endorsement numbers and school fees charged. The winners of the awards in Category 1a - Excellence of outcomes within the context in which the school operates In this category awards to be made to ten schools where the academic performance over the three years 2002 to 2004 illustrates consistently meritorious outcomes relative to the contexts within which the school operates, while maintaining or increasing enrolment levels of full-time candidates in Grade 12. The 'context within which a school operates' is based on the annual school fee charged by the school in 2004, while 'meritorious outcomes' will be based on a weighted index which will include both numbers and rates (i.e. %) of successful candidates and endorsements in the senior certificate examinations. The schools in this category will receive certificates and R30 000 for resources for teaching and learning.
Three awards are also made to schools in rural areas that have achieved excellent academic results.
In this category awards go to all schools in the province which have achieved excellence in academic results over the three years 2002 to 2004 on a set of given criteria. These criteria are:
The schools, which earn this award, will receive a certificate and a small contribution (in the form of a purchase voucher) towards library books in support of the WCED’s literacy campaign in high schools.
This is awarded to all schools in the province that produced more than 100 HG maths candidates in 2004. The schools are:
Category 1c - Excellence in Physical Science This is awarded to all schools in the province that produced more than 100 HG Physical Sciences candidates in 2004. The school is:
Category 2a – Improvement in the Matriculation Endorsement numbers / rate Awards are made to those schools where the matriculation endorsement rate has consistently shown the greatest improvement over the three year period 2002 to 2004, while enrolment levels of full-time candidates in Grade 12 is maintained or increased. The schools in this category will receive certificates and R30 000 for resources for teaching and learning.
And in a rural context: Category 2b – Improvement in Senior Certificate pass rate / numbers In the second improvement category we acknowledge improvement in the Senior Certificate pass rate, with awards made to those schools where the Senior Certificate pass rate has consistently shown the greatest improvement over the three-year period 2002 to 2004 while maintaining or increasing enrolment levels of full-time candidates in Grade 12. The schools in this category will receive certificates and R30 000 for resources for teaching and learning.
And in rural context: Category 2c – Improvement in Maths HG and SG In the third improvement category we acknowledge improvement in the Senior Certificate pass rate, with awards made to those schools where the Maths passes have consistently shown the greatest improvement over the three year period 2002 to 2004 while maintaining or increasing enrolment levels of full-time candidates in Grade 12. The schools in this category will receive certificates and R30 000 for resources for teaching and learning.
Category 2c - Improvement in Physical Science HG and SG In the third improvement category we acknowledge improvement in the Senior Certificate pass rate, with awards to be made to those schools where the Physical Science passes have consistently shown the greatest improvement over the three year period 2002 to 2004 while maintaining or increasing enrolment levels of full- time candidates in Grade 12. The schools in this category will receive certificates and R30 000 for resources for teaching and learning.
