Consequence for failure and reward for success Statement by André Gaum, Western Cape Education Minister School governing bodies should have the right to reward teachers and principles for hard work, commitment and achievement in a fair manner. This is in line with the principle I subscribe to: Just as there must be consequence for failure, while hard work and success must be rewarded. Legislation that prohibit school governing bodies to reward teachers and principles in a manner that is fair towards them and parents, places extra pressure on provinces that already struggle to retain good teachers. On my instruction, my department has already developed a plan to prevent the loss of teachers and to motivate learners to become teachers. This issue is another example of the national department’s expectation of provinces to implement unrealistic and short-sighted decisions. Policing of the proposed legislation is impossible and the legislation therefore cannot be enforced. Enough checks and balances already exist within the education system to prevent too high school fees. Parents can for instance apply for exemption or partial exemption from school fees when they cannot afford it. Schools are also aware that the risk of non-payment of school fees increases when school fees go up. However, I would like to encourage all parents at the same time, to become involved with school governing bodies to ensure that funds are well-spent and not used for unacceptable luxuries. It is indeed unacceptable when schools claim fees that are so high that parents are effectively "priced out of the market". Sharp questions should be raised if two schools offer the same services but charge school fees that dramatically differ. Through school governing bodies parents are best placed to watch over this matter, and not the state that attempts to play "big brother". |
