1. The issue of ill-discipline in schools has a direct impact on the performance and achievement of learners. A shared understanding is required of what discipline means and what alternatives can be put in place to promote discipline at our schools. The Directorate: Institutional Management and Governance Planning (IMGP) will be hosting two summits during August 2014 in order to address school discipline.

2. All school principals, school governing body (SGB) chairpersons as well as either the representative council of learners (RCL) chairperson or secretary are invited to attend one of the two Summits at the venue indicated below.

3. The Summit aims to promote a reclaiming and restorative approach to challenging behaviour by exposing SGBs to mechanisms, interventions and developmental programmes for dealing with this type of behaviour at their schools. The Summit will:
3.1 allow SGBs and RCLs to share best practices and proposals to support schools in striking a balance between ethics and legislation; and
3.2 assist them to identify alternatives that can be put in place and who needs to take responsibility for the establishment of a discipline-driven environment.

4. The venues and dates for schools in their different districts are:

5. Logistical arrangements
5.1 School principals, SGB and RCL chairpersons are requested to travel together when attending the Summit. Principals will be reimbursed for travel expenses where the distance travelled exceeds 100 km in one direction. In order to claim for travel expenses, the attached "Subsistence and Transport" and Z43 forms must be handed in at the Summit. Claims found to be incomplete or inaccurate shall not be paid.
5.2 In the event that the school principal is unable to attend the Summit, but the SGB and RCL chairpersons do attend, the school is requested to cover the travel costs and provide the Directorate: IMGP with proof of payment immediately after the Summit for reimbursement to the school.
5.3 Where the SGB and RCL chairpersons travelled alone to the Summit and the distance exceeds 100 km in one direction, the Directorate: IMGP will reimburse the school upon receipt of the following verified documents:

  • An original letter (not a copy) displaying the letterhead of the school and signed by both the principal and treasurer, informing the Western Cape Education Department of the total travel cost that was incurred by the school; and

  • the original cashed cheque issued to the SGB chairperson (and stamped by the bank);

    OR

  • the original cash voucher for a cash payment made to the chairperson and signed by the persons authorised to do so, plus the original receipt(s) made out to the school for the cash received and signed by the chairperson.

NB: Schools need to keep copies of all documents for reference and audit purposes.

5.4 Accommodation will only be provided for principals, SGB and RCL chairpersons who have to travel more than 200 km in one direction. Principals and chairpersons who will require accommodation need to complete Part B of the attached form. This information is requested well in advance to ensure availability. Requests for accommodation must be received on or before 14 August 2014. It can be faxed to Ms Zoliswa Lonja at 086 547 8758. An e-mail to confirm accommodation will be sent to each delegate requesting accommodation.
5.5 Persons/schools intending to attend the Discipline Summit must complete Part A of the attached form and fax it to Ms Zoliswa Lonja at 086 547 8758, on or before 14 August 2014. The information is required well in advance to determine and manage the logistics for the event and plan for a successful Summit.
