1. INTRODUCTION
1.1 These guidelines are aimed at ensuring registration of adult education and training (AET) educators with the South African Council for Educators (SACE). The Council is a statutory body that has been established through the SACE Act (Act 31 of 2000) in order "to enhance the status of the teaching profession" in South Africa.
1.2 The following are the objectives of the SACE Act:
  • To provide for the registration of educators
  • To promote professional development of educators
  • To set, maintain and protect ethical and professional standards for educators, by means of the functioning of the Council
1.3 This Act compels every educator, including AET educators, to register with SACE before appointment to a teaching post. No person may be employed as an educator by an employer unless that person is registered with SACE.

2. REQUIREMENTS FOR REGISTRATION

  • An educator must apply for registration or provisional registration with SACE by completing the Council’s application form. The educator must post the completed application form, together with certified copies of qualification certificates and a postal order for R60 (the required registration fee), to SACE by registered mail.
  • An educator must satisfy the ethical standards contained in the Code of Professional Ethics for Educators, and must have obtained one of the following:
  • - The minimum of a three-year post-matric teacher's qualification (M + 3 or REQV 13).
In this case it would be an ABET diploma

    - Any other qualification recognised by SACE for purposes of registration

3. PROVISIONAL REGISTRATION (Pending)

A prospective educator, in his or her final year of study, can be provisionally registered with SACE, provided that proof of registration for a course leading to a professional teaching qualification can be produced. For the AET sector it would be a person who is in possession of an ABET Certificate and currently studying towards an ABET diploma.

Once a teaching qualification has been obtained, the prospective educator must supply the SACE office with certified copies of his or her qualification certificate(s) and identity document in order to qualify for full registration.

4. PROVISIONAL REGISTRATION (Conditional)

A practitioner with a three-year post-matric qualification, but without a professional teaching qualification, whose services are required by an employer can be granted this form of provisional registration.

4.1 For the AET sector it would be a person with REQV 11 with proof of registration for a course leading to an ABET diploma.
4.2 This person would be provisionally registered for a period of one year, during which time he or she will have to fulfil the requirements for the diploma in order to obtain full registration.
