1. Applications for bursaries are invited from public service employees undertaking part-time study during the 2008 academic year, subject to the following conditions:
  • Applicants must be personnel appointed in terms of the Public Service Act (Act 103 of 1994) and in the service of the Western Cape Education Department (WCED)
  • They must be committed to undertaking or intending to undertake part-time study during 2008.
  • Only permanently appointed officials will be considered.
  • They must meet the admission requirements of the educational institution concerned.
  • They may not be in receipt of a state bursary or any other bursary.
  • They must be South African citizens.
2. All applications will be evaluated according to the following criteria:
  • The appropriateness of the intended field of study in relation to the WCED's current and future strategic needs
  • The relevant directorate's need for specific or scarce skills
  • Employment equity (race, gender, disabilities)
  • Rural versus urban areas
  • Relevance to the specific job description
  • Developmental relevance
  • Other qualifications
  • Salary levels
  • Post-graduate versus undergraduate
  • The supervisor's recommendation, which must be attached to the application
  • Availability of funds
  • The requirements of the Employment Equity Act (55/1998), the Skills Development Act (97/1998) and other relevant legislation, and their supervisor's recommendation on the Annexure A form.
3. Each bursary application must consist of the following documents:
  • A completed Application for Study Bursary form (copies of the attached form to be used)
  • A written estimate of study costs (registration fees, tuition fees and other study-related expenses) for the 2007 academic year. This information is obtainable from tertiary institutions.
  • The supervisor's recommendation on copy of the attached Annexure A form
4. Applications must be submitted to the following address by Friday, 31 August 2007:

5. Applications may also be placed in the post box marked "Public Service Staff" in the Head Office foyer at Grand Central Towers, Lower Parliament Street, Cape Town.
6. No late, incomplete or illegible applications will be considered.
7. The Bursary Committee will consider and prioritise all applications, and then make recommendations for the awarding of bursaries. Bursary allocations will not exceed, but will not necessarily cover, the full registration and tuition fees. The number of applications received and the funds made available will determine the number of bursaries awarded.
8. Senior Management of the WCED will give the final approval of the number of bursaries to be awarded.
9. Each successful applicant will be expected to enter into a formal agreement with the WCED to render a year of service for each year the bursary is awarded and to comply with other stipulation outlined in the agreement.
