1. The Western Cape Education Department (WCED) will conduct a baseline assessment in February and March 2008 of all Grade 4 learners at 522 primary, intermediate and combined schools in National Quintiles 1, 2 and 3. This assessment will be conducted throughout the country using standardised test instruments supplied by the Department of Education.
2. The intention of the baseline assessment is to measure the current level of Literacy and Numeracy in the identified schools so that the impact of future WCED interventions in these schools can be evaluated. This is a critical component in the Quality Improvement, Development, Support and Upliftment Programme (QIDS UP) to provide support and improve the quality of education in these schools.
3. Originally the baseline assessment would have been conducted on Grade 3 learners at the end of the 2007 academic year. However, since the Grade 3 Systemic Evaluation took place in September this year, it was decided to schedule this baseline assessment for early in 2008. The exact dates for the individual assessment of schools will be issued early in the new year.
4. Learners will be assessed according to the Grade 3 learning outcomes and assessment standards in Literacy and Numeracy. Grade 4 educators are therefore requested to revise the Grade 3 Literacy and Numeracy learning outcomes and assessment standards with their Grade 4 learners so that the assessment results will give a fair reflection of learner achievement.
5. Principals are requested to bring the contents of this minute to the attention of all staff members and parents.
