1. According to the IQMS Calendar for Educators for 2007, the summative evaluation which commenced in August 2007 should be completed by 31 October 2007.
2. The principal of each institution under the jurisdiction of the Western Cape Education Department (WCED) is responsible for ensuring that the summative scores of all WCED-remunerated educators at that institution are submitted to the IQMS co-ordinator at the EMDC by 14 November 2007, as indicated in the IQMS Calendar for Educators for 2007. The same applies to CEOs of FET colleges.
3. The principal is responsible for the moderation of the summative scores of the educators at school level.
4. Moderation in the context of the IQMS is the process of verifying the validity of scores allocated against the performance standards, and the processes and procedures as prescribed in ELRC Collective Agreements 8 of 2003 and 4 and 5 of 2005 respectively.
5. The objective of these procedures should be to ensure that processes and procedures as contained in the ELRC Collective Agreements are fully complied with.
6. The moderation should not repeat the evaluation procedures, but should verify that the processes satisfy the principles of objectivity, reliability, validity and transparency.

7. The following activities should happen when carrying out the moderation:
  • Scrutinise all the documents of every educator
  • Check the scores allocated in each performance standard against performance
  • Check that there is a correlation between the scores of individual educators and areas for development
  • Ensure that the PGPs of individual educators capture the areas identified for development
  • Check whether documentary evidence has been provided to substantiate the scores, where applicable
  • Check the scores of the educator against the relevance of the evidence available
  • Scrutinise the reports on development/ training that has taken place
  • Consider the pass rate of learners, and the DSG must justify deviations/ disparities/ poor correlationLiteracy
8. The following activities will be the responsibility of the principal:
  • Set the time frame for the moderation
  • Convene a meeting with the SMT and SDT members to discuss the moderation procedures
  • Ensure that the scores of all educators have been moderated and reflect their performance
  • Check whether there has been a consistent application of criteria to arrive at the scores
  • Discuss the outcome of the moderation with the SMT and SDT
9. The circuit manager will receive the scores from the IQMS co-ordinator and moderate the scores of the schools across the circuit.
