1. The transfer of funds on the basic accounting system (BAS) has been carried out by the Directorate: Budget Management since the 2006/07 financial year. These transfers are, however, currently done by the Directorate: Logistical Services and then submitted to the Directorate: Budget Management so that adjustments can be made during November 2007 by means of the adjusted budget on the BAS.
2. All schools that wish to apply for a transfer of funds, must submit such applications before or on 15 October 2007 to the Section: School Budgets (6th Floor, Room 625). Applications must be accompanied by an amended WCED 032 form, indicating the amendments.
3. Should schools, as a result of a transfer, allocate less than 60% of their total allocation to textbooks, then it must be indicated on the WCED 032 form that each learner has a textbook for each learning area.
4. The WCED 032 form must be signed by the principal, governing body chairperson and circuit manager.
