1. It has come to the Department's attention that there are still principals who, despite the requests contained in the Norms and Standards Circulars 0056/2005 of 3 October 2005 and 0049/2006 of 6 October 2006, neglect to certify invoices upon submission to the order office. Schools were requested to purchase stamps if they did not yet have one. All schools must, on receipt of this minute, ensure that they acquire a stamp which reads as specified in the Addendum to this minute in order to comply with the requirements of Treasury Instruction 8.1.5.
2. The certified invoices, stamped with both the above stamp and the school's stamp, must be sent, with the delivery notes, to the order office within 5 days of receipt so that payments can be made. No invoices will be processed for payment unless they have been certified in this way.
3. The directorates at Head Office and the EMDCs must also comply with this requirement.
