| ORGANISATIONAL RIGHTS OF PUBLIC SERVANT UNIONS WITHIN THE WORKPLACE |

It has come to the attention of the Department that some confusion still exists among heads of institutions regarding the organisational rights of labour unions within the Western Cape Education Department.

The purpose of this minute is to reiterate the rights of union members, shop stewards and office bearers, as determined by the organisational rights agreement.
|
3. |
Leave for union activities
Shop stewards and office bearers are allowed 10 working days special leave per year for union activities. Approval of such leave is at the discretion of the head of institution, based on notice received at least 48 hours prior to the date for which leave is requested.

4. |
Communication
Heads of institutions are to ensure that all communications relating to the union activities of shop stewards and office bearers at their institutions are promptly conveyed to the persons concerned.

5. |
The following are public service labour unions recognised by the Department:
DENOSA
NEHAWU
NUPSAW
PAWUSA
PSA
HOSPERSA

Attached please find lists of the full-time shop stewards of NEHAWU, PAWUSA and PSA. The Department has received no other lists.
