1. We refer to WCED Circular 0038/2007 of 26 July 2007.
2. The closing date for the submission of documents for the 2006/07 cycle was 28 September 2007, but as the moderation of the previous cycle had not been completed, the moderation of reports for the 2006/07 could not commence. In preparation for the coming moderation, all the documents received thus far have been captured on a database. Note that only documents received by 14 December 2007 will be captured.
3. In order to conclude the 2006/07 SPMDS cycle, all forms supplied to you for public service staff (Annexures A to D and I, as well as Annexure E, where these have to be completed) must be submitted to the Head: Education, Western Cape Education Department, For attention: The SPMDS Officer, Directorate: Internal Human Capital Administration, Room 10-11, Private Bag X9114, Cape Town, 8000. Reports that are received after 14 December 2007 will not be considered.
4. Nominees for performance bonuses must, as in the past, fall within the 20% normal distribution curve per educational institution or component. The submission of Appendix I, referred to in the previous paragraph, which must be signed by supervisors, is absolutely essential as the written motivation for a performance bonus must be given on that form. (Kindly note that the guidelines compiled on the launching of the SPMDS, which stated that it was not necessary to submit a written motivation, must be regarded as amended.) Reports without a written motivation will not be considered.
5. Kindly bring the contents of this minute to the attention of all public service staff under your supervision.
