This strategy flows from the Human Capital Development Strategy of the Western Cape.  The situational analysis within that document explains clearly the various limitations and challenges the province faces.

One of these challenges is the low level of literacy and numeracy of our learners which contributes to the high levels of attrition and failure.  This strategy document presents a strengthened, co-ordinated and sustainable approach to the problem.
