2. Ngo-2017, zonke izikolo eziqhelekileyo nezikolo zikarhulumente zemfundo eneemfuno ezizodwa zanikwa isaveyi okwesibini nekwaucelwa ukuba izaliswe ngabasebenzi abayi-10 abona baninzi abakumazikoko ngesikolo ngasinye. Kuba unyaka ka-2017 ubhiyozelwa njengoNyaka kaTitshala, inani labathathi-nxaxheba kwisikolo ngasinye lanyuka ukusuka ku-5 ukuya ku-10, nanto leyo ililinge elincomekayo ekwandiseni abathathi-nxaxheba abasuka kubasebenzi bamaziko. 3. Abathathi-nxaxheba babecelwe nokuba benze amagqabantshintshi, bancome kunye/okanye bagxeke inkonzo abayenzelweyo.
4. Ngaphezu kwe-72% yezikolo ezazithagethiwe zaphendula zaza iisaveyi eziyi-5 644 ezazaliswayo zafakwa kwikhompyutha ngeCEMIS. Ezi reyithingi kunye/okanye eli galelo likhokelele ekubhalweni kwengxelo epheleleyo efumanekayo njengenkcazo yokuqhubekayo nenokusetyenziselwa ukuzikisa ukucinga nokukhuthaza uthatho-nxaxheba kwixa elizayo ekuphuculeni umgangatho wokwenziwa kwenkonzo rhoqo.
5. Olu ludwe lulandelayo yimiba yengxelo ethe yaqaqamba, yaye iireyithingi ezingu-1–no-2=Ikumgangatho ophantsi (poor), engu-3=Ikumgangatho owanelisayo (satisfactory) kwaye engu-5=Ikumgangatho onguwo (good).

6. Iimpendulo ezisuka kumbuzo othi, "Ingaba ukureyitha njani ukuboniswa nokusetyenziswa kwezi mfundiso zisisiseko xa kusenziwa iinkonzo?" zaziqiqiwe kwaye zithakazelelwa. IWCED kufuneka ithi gqolo ukuphucula ukwenziwa kwenkonzo kwaye ifuna ukuba bonke abasebenzi baxhase uNyaka weNkqubo yoKufunda eQhutywa ziiMfundiso ezisiSeko (The Year of Values-Driven Learning).

7. IWCED inqwenela ukuvakalisa umbulelo wayo kubo bonke abathathe inxaxheba kule saveyi – oomabhalana bezolawulo ngenxaxheba yabo neenqununu ngokuwusingatha lo msebenzi. IWCED iya kwenza iinzame zokuphanda ngezikhalazo ezirekhodiweyo, yabelane nabasebenzi ngemiyalezo eyinkuthazo kwaye iphumeze naziphi na iingcebiso ezenziweyo esinokuziphumeza.
