GUIDELINES FOR PURCHASING SCHOOL LIBRARY RESOURCES


1. The Norms and Standards funding for schools makes provision for the purchase of learning and teaching support material (LTSM). The information provided in Circular 0015/2017, dated 12 April 2017, applies.

2. Schools are expected to use 30 percent of their Norms and Standards allocation for LTSM of which ten percent should be spent on school library resources which could include:

  • Reference works (encyclopaedias, atlases, dictionaries, etc.)
  • Non-fiction works, including eBooks
  • Fiction works, including eBooks
  • Posters and pamphlets
  • Magazines and newspapers, including ePublications
  • CDs, DVDs, and CD-ROMs
  • Software, licensing and ePlatform fees
  • Multimedia packages
3. School library material should be augmented annually, whether it be for a functional school library, a reading corner, a trolley library or a classroom collection, until the total number of items reflects the minimum international standard of ten items per learner.

4. The Western Cape Education Department (WCED) does not buy school library resources centrally, but supports a site-based management system. This places the responsibility on schools to select and buy their school library resources.

5. The Education Library and Information Services (EDULIS) Evaluators: Curriculum Resources source and evaluate a great variety (both in content and format) of relevant school library material to supplement the Curriculum Assessment Policy Statement (CAPS) curriculum and prescribed textbooks. They are ready to assist schools, teachers, teacher-librarians or school library assistants with the selection and purchase of school library material relevant to their particular schools’ needs, by providing customised lists of recommended resources.

7. However, educators are always welcome to purchase the school library resources they deem necessary for their individual schools. Funding for section 21 schools is transferred into their bank accounts and these schools can procure directly from publishers and booksellers.

8. All non-section 21 schools must requisition school library resources by submitting Form WCED-034 Library Material to the LTSM project manager at tel. no. 021 467 2612 or email ltsm@westerncape.gov.za. These orders go out on tender on the Integrated Procurement Solution (IPS). Requisitions for school library resources can be submitted until 30 September 2018.

9. Non-section 21 schools are requested to forward a copy of the order/requisition to Timothy Cloete at Timothy.Cloete@westerncape.gov.za when they have placed an order for school library resources so that EDULIS can follow up and keep track of these orders.
