1. ISigqibo soThetha-thethwano neMibutho yaBasebenzi No. 3 sika-2017 (esiqhotyoshelweyo) sagqitywa kwiBhunga lezeMfundo lezoBudlelwane emSebenzini (Education Labour Relations Council (ELRC)) nge-18 Oktobha 2017. Injongo yesi sigqibo kukubonelela ngesikhokelo esihlaziyiweyo sokulawula intsebenzo nophuhliso lootisthala abasezi-ofisini.

2. Esi sigqibo sisebenza yaye siyimbophelelo ephakathi komqeshi (ISebe leMfundo leNtshona Koloni (WCED)) nootitshala abasezi-ofisini, njengoko kucacisiwe kuMthetho weNgqesho yooTitshala, 1998 (uMthetho 76 ka-1998) (Employment of Educators Act, 1998 (Act 76 of 1998)), ofakelwe izilungiso, ukuba ngaba ootitshala abalolu hlobo bangamalungu emibutho yabasebenzi ayinxenye yesi sigqibo okanye akunjalo.

3. I-The Education Management Service: Performance Management and Development System (EMS: PMDS) ithatha indawo yeSkim soLawulo noPhuhliso lweNtsebenzi (Performance Management and Development Scheme (PMDS)) yootitshala abasezi-ofisini, njengoko kuchaziweyo kwiSigqibo soThetha-thethwano neMibutho yaBasebenzi No. 3 ka-2002.

5. Iimpawu eziphambili ze-EMS: PMDS
5.1 IMvumelwano yeNtsebenzo (Performance Agreement (PA)) luphawu oluphambili lolawulo lwentsebenzo kwinqanaba lomntu ngamnye.
5.2 Bonke abaqeshwa kufuneka bangene kwimvumelwano yaye basayine iMvumelwano yeNtsebenzo (PA) neesuphavayiza zabo ngqo, ingadlulanga inyanga enye emva kokuqala komjikelo omtsha oko kukuthi nge-01 Apreli 2018.
5.3 IMvumelwano yeNtsebenzo mayibandakanye oku kulandelayo:
5.3.1 Idatha yomqeshwa (IPesali, isikhundla somsebenzi nenqanaba lomvuzo) kwakunye nenkcazo yomsebenzi ecacileyo yomqeshwa, kugxininiswa kwiinjongo eziphambili, injongo yomsebenzi nee-KRAs nee-CMCs ezichaphazelekayo.
5.3.2 IsiCwangciso soMsebenzi esiqulethe ii-KRAs, iziphumo (outputs) imisebenzi neemfuno zezibonelelo.
5.3.3 IsiCwangciso soPhuhliso soMntu ngamnye (Personal Development Plan) (PDP)) esichaza iimfuno zobuchule nezinye iimfuno zophuhliso (developmental needs) zomsebenzi kwakunye neendlela zokuziphucula.
5.4 Imiba yeSicwangciso soMsebenzi
5.4.1 Imisebenzi ePhambili yoMqeshwa (Key Result Areas (KRAs)) ichaza oko kulindelekileyo kumqeshwa ngokumalunga nenkcazo yomsebenzi wakhe yaye igxininisa ekuqatshelweni kwamanyathelo nemisebenzi eya kunceda icandelo neSebe iWCED ekwenzeni umsebenzi ngokuyimpumelelo.

  1. I-KRA nganye mayahlula-hlulwe ibe ziziphumo ezinokulinganiseka (measurable outputs) kunye/okanye imisebenzi okanye izinto eziyimisebenzi eluxanduva kuwe neminye eyenziwayo.

  2. I-KRA nganye ifanele ukulinganiselwa (nge-1%) ngokumalunga nokubaluleka kwayo kumsebenzi womqeshwa.

  3. Amanqaku abaliweyo azo zonke ii-KRAs kufanele abe ngu-100% xa zidityanisiwe.

  4. Akunakunikwa iKRA nganye umlinganiselo ongaphantsi kwe-5% okanye ongaphezu kwe-20%.

  5. Amanqaku afanele abe ziziphindwa zesihlanu.
5.4.2 IiKhrayitheriya zoLawulo ezinguNdoqo ii-Core Management Criteria (CMCs) zichaza imiba nemigangatho esetyenziswayo ukuhlola intsebenzo.

  1. Ezi CMCs zilandelayo zisetyenziselwa ukubala i-30% yamanqaku okuhlolwa komqeshwa.

  2. Kukho ii-CMCs ezisixhenxe ezinyanzelekileyo.

  3. ngu-60% wamanqaku omiselwe kwii-CMCs ezine kwezisixhenxe ngolu hlobo lulandelayo:

5.4.3 Xa kubalwa amanqaku okuhlolwa kokugqibela, umqeshwa ngamnye makahlolwe kuthelekiswa zombini ii-KRAs (70%) nee-CMCs (30%).

6. Ukuhlolwa kwentsebenzo nomjikelo wokuhlolwa

Apreli–Juni Irivyu yokuqala enenkcazo ngokuqhubekayo yomlomo ukuba intsebenzo yomqeshwa ihlelwa "njengebubuchule" okanye engaphezu koko. Ukuba intsebenzo ihlelwa ngokuthi "yintsebenzo efuna ukuphuculwa" okanye "yintsebenzo engonelisiyo" makubhalwe ke ngoko inkcazo ngokuqhubekayo.
Julayi–Septemba Irivyu yesibini nequlethe "irivyu yekota ephakathi" yaye oko makubhalwe phantsi, kusayinwe ngawo omabini amaqela achaphazelekayo.
Oktobha–Disemba Irivyu yesithathu enenkcazo ngokuqhubekayo yomlomo ukuba intsebenzo yomqeshwa ihlelwa "njengebubuchule" okanye engaphezu koko. Ukuba intsebenzo ihlelwa ngokuthi "yintsebenzo efuna ukuphuculwa" okanye "yintsebenzo engonelisiyo" mayibhalwe ke ngoko inkcazo ngokuqhubekayo.
Januwari–Matshi Eli lithuba lokuhlolwa kokugqibela yaye liqulethe "ukuhlolwa kwentsebenzo kwaqho ngonyaka". Inkcazo ngokuqhubekayo mayibhalwe, itotali yee-KRAs (70%) ne-CMCs (30%).

7. Ireyithingi

Irivyu yentsebenzo nokuhlolwa kwabasebenzi kwaqho ngonyaka kuya kusekelwa kwezi reyithingi zilandelayo:

8. Ukumodareyitha
8.1 Injongo yokumodareyitha kukuqinisekisa kangangoko kunokwenzeka ukuba iisuphavayiza ziyayihlola intsebenzo ngendlela engatshintshiyo ebubulungisa kwiSebe iWCED ngokubanzi, ngemvisiswano nokuqonda ngemigangatho eyimfuneko kwinqanaba ngalinye lesikali sereyitha.
8.2 Ikomiti yokumodareyitha yephondo mayimiselwe yiNtloko yeSebe ngokubonisana nabaphathi abakhulu.
8.3 Ikomitana ekwinqanaba lesithili mayisekwe ngumlawuli wesithili.

8.5 Iintlanganiso zeKomiti yoKumodareyitha mazibanjwe kabini ngomjikelo wentsebenzo ngolu hlobo lulandelayo:

  1. Ekuqaleni komjikelo omtsha wokubeka esweni iziphumo zokucwangcisela intsebenzo nemisebenzi yesivumelwano ukuqinisekisa ukuthotyelwa koku nokufumanisa iingxaki ezinokubakho kwinkqubo.

  2. Ekupheleni komjikelo wentsebenzo werivyu nokumodareyithwa kweziphumo zentsebenzo iyonke ukuqinisekisa ungqinelwano.
9. Izizathu ezibhekiselele kwizigqibo ngemivuzo namanye amanyathelo afuna intsebenzo yenqanaba elithile, ziya kusebenza ngokoMthetho weNkonzo kaRhulumente, 1994 (uMthetho 103 ka-1994) ofakelwe izilungiso.

10. Ukuqeqeshwa kootitshala abasezi-ofisini neesuphavayiza zabo kuya kulungiselelwa yaye kuya kuthunyelwa imbalelwano kwangethuba ukulungiselela umjikelo wentsebenzo we-EMS:PMDS ka-2018/2019 we-01 Apreli 2018 ukuya kwi-31 Matshi 2019.

11. Kucelwa wazise ngokuqulethwe yile ngcaciso imfutshane kubo bonke abasebenzi abaphantsi kolawulo lwakho ukuze bayithathele ingqalelo.
