This minute serves as a follow up to Curriculum Minutes DCG 0012/2017, dated 10 July 2017, and Curriculum Minutes DCG 0018/2017, dated 06 December 2017.

In 2013 the Department of Basic Education announced plans to introduce the Incremental Introduction of African Languages (IIAL) programme. The IIAL is a priority programme aimed at promoting social cohesion in our society. It is also intended to promote and develop previously marginalised official African languages as espoused in the provisions of the Constitution of the Republic of South Africa, 1996, and National Development Plan.

All schools that are not currently offering a previously marginalised official African language as a subject are required to offer Xhosa Second Additional Language in Grades 1 and 2 in 2019 and Grade 3 in 2020. (Thereafter the IIAL will be introduced in the Intermediate Phase.)

The Western Cape Education Department (WCED) will be holding IIAL information sessions (Imbizos/Roadshows) in May 2018 in all districts for those schools identified in point 3. This will provide these schools with an opportunity to learn more about the IIAL programme for planning and preparation for implementation in January 2019. Principals and Foundation Phase (FP) departmental heads are therefore required to attend.
