1. The Financial Sector Conduct Authority (FSCA), in collaboration with the Western Cape Education Department (WCED), invites schools to enter for the 2018 Interprovincial Financial Literacy Speech competition.

2. The speech competition offers Grade 11 learners who offer at least one of the Business, Commerce and Management (BCM) subjects, viz. Accounting, Business Studies and/or Economics, the opportunity to participate.

3. Participants are required to deliver a five-minute presentation on one of various financial literacy topics as indicated in the 2018 Speech competition framework Annexure A (paragraph 10). Through their research and preparation for the presentation they will strengthen their financial literacy skills. Learners must be able to present their speech in English.

4. This competition will be conducted in four rounds with due dates indicated per round, i.e.:

  • Round one (school) - to be completed by 10 August 2018
  • Round two (district) - to be completed by 31 August 2018
  • Round three (provincial) - to be completed by 28 September 2018
  • Round four (interprovincial) - scheduled for 12 October 2018

5. Prizes:

  • Cash prizes for the top three interprovincial and provincial winners are investment prizes and cash will not be disbursed. Investment and financial planning advice will be provided by the Financial Planning Institute of Southern Africa (FPI).
  • The top three interprovincial and provincial winners will each receive prizes valued at R20 000, R10 000 and R5 000 respectively.
  • All provincial finalists will receive a tablet with internet connectivity, a sim card and a once-off 500 MB data bundle.
  • District participants will receive certificates of participation and goody bags. The top three district winners will receive medals and participate in the provincial round.
  • One teacher of the top three provincial finalists will each receive a certificate of participation and a R1 000 voucher.
  • The hosting school for the provincial final will receive a framed certificate of appreciation as well as a R2 000 gift voucher.

6. Topics for the speech competition with descriptions and guiding principles are outlined in Annexure A (paragraph 10). The topics are:

  • Being money wise is LIT!
  • With a little help from my friend, the financial planner ...
  • Working for myself, that's what I want to do.
7. The rubric, included in Annexure A, will serve as a guide for adjudication and should be considered during the preparation process of the speech and presentation.

8. Enquiries about the speech competition must be directed to the district BCM subject advisers.

9. Principals are requested to bring the contents of this minute to the attention of all Grade 11 Accounting, Business Studies and Economics teachers.
