The Western Cape Education Department (WCED) is committed to ensuring that every child has access to Grade R. |

Circular 0037/2017 provided schools with information on accessing the Norms and Standards allocation letter on CEMIS, the Grade R per learner subsidy for 2018, the claims process with dates for submission and the use of the Grade R subsidy. |

This minute serves as a reminder to all schools with Grade R of Circular 0010/2014 dated 25 March 2014 (Annexure B), as stipulated in paragraph 8: "A class size of more than 30 learners negatively impacts on the provision of quality education in a Grade R class. Schools are reminded that the maximum number of Grade R learners allowed per class is 30. Educator to Learner ration = 1:30." |

Schools who enrol more than 30 learners per Grade R class will be contravening Regulation 9(2)(a) of the Regulations Relating to Minimum Uniform Norms and Standards for Public School Infrastructure, published in Government Gazette No. 37081 of 29 November 2013. |

The content of this minute must be brought to the attention of all involved in Grade R education at ordinary public, special and Early Childhood Development independent schools. |
