In 2013, the Department of Basic Education (DBE) developed the South African National Curriculum Framework (NCF) for children from Birth to Four. This national curriculum is aimed at improving the quality of basic education by laying a solid foundation in the very early years. It provides guidance for developing learning programmes and working with infants and young children from birth to age four. Provincial Departments of Education have been mandated to train all pre-Grade R practitioners on the NCF by 2019 according to targets set by the DBE. |

The Western Cape Education Department (WCED) has planned province-wide NCF training for all pre-Grade R practitioners from July 2017 onwards. Different groups of pre-Grade R practitioners will be offered the opportunity to attend NCF training at different times over the next two years. |

Western Cape Technical and Vocational Education and Training (TVET) Colleges will conduct the NCF training in collaboration with the WCED. |

The first two workshops will take place as follows:
Group 1 |
A five-day workshop from 03 to 07 July 2017 08:00 to 16:00 |
The July 2017 training is the first phase of NCF training. It is only for qualified ECD Level 4 practitioners and principals of ECD sites registered with the WCED and the Department of Social Development (DSD). |
Group 2 |
A five-day workshop from 10 to 14 July 2017 08:00 to 16:00 |

Registration for the July 2017 NCF training |
6.1 |
The final date for registration is 31 May 2017. |
6.2 |
Principals of ECD sites registered with the WCED and the DSD are invited to register themselves and their qualified pre-Grade R practitioners (who teach children from birth to four years) for the NCF training at their nearest TVET College. A copy of each practitioner's ECD L4 certificate must accompany the registration form. |
6.3 |
All registrations will be done by the TVET Colleges listed in Annexure B. No registrations will be attended to at WCED district offices. |
6.4 |
Spaces are limited. Registration will be done on a first come, first served basis and the WCED and/or TVET College reserves the right to determine the following:
- the representation per ECD site; and
- the allocation of the training group.

6.5 |
Each successful registration will receive a confirmation via SMS or email within 14 working days of receipt. Should a principal not receive confirmation of their registration, they should contact the relevant TVET office by no later than 15 June 2017 to clarify the status of their registration. |

Only registered participants will be accommodated at the training as all logistical arrangements will be planned accordingly. |
6.7 |
Refreshments and a light lunch will be provided at the workshop. Participants with special dietary requirements will be catered for as far as possible; however, all delegates are advised to bring their own special/additional needs. |
6.8 |
No transport subsidies will be paid. It is therefore advised that participants register to attend at their nearest training site.

The attached registration form (Annexure A) must be completed and returned to the relevant TVET College by no later than 31 May 2017.

All queries regarding registration for July 2017 must be addressed to the relevant TVET College listed in Annexure B. |

All other queries regarding the NCF training should be directed to the relevant WCED ECD officials listed in Annexure C. |

Following this five-day workshop all participants will be expected to revisit their daily programmes as well as their learning programmes to ensure that they are aligned to the NCF. |

The WCED is looking forward to the roll-out of the NCF training in the Western Cape and, together with the TVET Colleges, is committed to bringing quality NCF training to all registered participants. |

Principals of ECD sites registered with the WCED and/or the DSD are requested to bring this minute to the attention of all pre-Grade R practitioners, especially those qualified as ECD L4 practitioners, and ensure that they are given the opportunity to attend the once-off training in July 2017. |
