The Western Cape Education Department (WCED) makes provision for transporting learners who live 5 kilometres or more from their nearest appropriate ordinary public school. Learners who have no access to public transport in rural areas are prioritised. The total number of learners transported is dependent on the available budget. |

To improve the administration of learner transport schemes, the WCED will be introducing an improved automated system to confirm the names of the learners who are currently authorised for transportation on WCED-funded learner transport routes in ordinary public schools. |

Schools are required to indicate on the Central Education Management Information System (CEMIS) which Grade R to 12 learners are currently making use of learner transport funded by the WCED. This includes schools where the function of procuring learner transport has been devolved to the school and where funds to administer the service are transferred to the school by the WCED. |

Schools are required to access CEMIS between 18 and 26 April 2016, to follow the instructions in the online procedure manual, and indicate which learners are currently authorised to be transported. To access the online manual on CEMIS, schools must do the following:
- Go to the menu page.
- Point to the "Administration" heading ("Learner Transport Scheme" will appear in the list).
- Point to the "Learner Transport Scheme" option ("LTS guide" will appear in the list).
- Click on "LTS guide".

Principals must ensure that only learners who qualify in terms of the existing learner transport policy of the WCED (Circular 0028/2015) are indicated. |

Where schools have more than one route, care must be taken to ensure that the learners are allocated to the correct route and pick-up point. |

Schools will only be able to capture the approved maximum number of learners (including Grade R) per learner transport route. Additional learners must be applied for on the prescribed application form, via the relevant district office. |

Capturing of the learner transport details must be completed by Tuesday, 26 April 2016. |

It is compulsory for all schools with learner transport schemes funded by the WCED to capture the required information on CEMIS. |

Only learners who are certified by schools in the automation process may benefit from the WCED's learner transport schemes. Schools and district offices will be able to view the approved learners of every route on CEMIS once the learners have been successfully captured. |

Provision was made for the WCED 062 form (names of approved learners to be transported) to be printed from CEMIS. Further details about how the CEMIS-generated WCED 062 form should be utilised will be communicated in due course. |

The principal is required to sign off the learner transport details on CEMIS. |

During the period 14 to 18 March 2016 the automation process will be piloted at identified schools. These schools will be directly contacted for participation in the pilot. |
