Premier Helen Zille announced on 8 September 2015 that the Western Cape Government (WCG) would provide every school with free, high-speed internet access by December 2016.

The project forms part of the WCG’s programme to provide high-speed, broadband connectivity across the province, starting with schools.

The programme includes Local Area Networks (LANs) in schools connected to a Wide Area Network (WAN) covering the whole province.

Schools are currently subscribed to a wide array of internet service providers (ISPs), and each school individually receives a subsidy from WCED to cover the cost of these telecommunications services.

As the broadband connectivity will enable high-speed internet connectivity and improved access to central administration systems such as CEMIS at no cost to schools, the WCED subsidies will systematically be withdrawn after schools are migrated to the new computer networks.

Governing bodies may continue paying ISPs for internet and email services from their own funds, should they wish to, in addition to the free internet and email services provided by the WCG.

We are pleased to inform you that related projects include a new email service to improve communication between schools, the Western Cape Education Department (WCED) and all role-players.

The WCG will also provide the email service to schools free of charge.

The WCED will use the new system for all email communication with schools.

The WCG will introduce the new email service on 1 April 2016. The benefits will include the following:

  • A web-based service, which will enable users to access their email anywhere at any time.
  • The service will be cloud-based, which will make it easier to roll out the service to all schools.
  • The user interface will reflect best practice, suited to all devices, from desktops to tablets and smartphones.
  • The system will be safe, reliable and secure, thanks to Enterprise-grade specifications.
  • The system will make it easier to target, track and manage email communication by all role-players.

The WCG will provide three email accounts for each school, comprising:

  • an email account for the principal;
  • an email account for the school administrator; and
  • a generic email account for the school.

The principal and administrator will have access rights to the generic account. Their accounts will be linked to the names of the people concerned.

The domain name of the service will be (school/account holder name)@wcgschools.gov.za

The service will provide mailboxes with a capacity of 20 GB for each account. Users will be able to create groups for bulk email distribution purposes.

The Centre for e-Innovation (CeI) will provide technical support and orientation. Orientation sessions will take place in February and March 2016.

The sessions will include advice on how to access and use the service and how to set up your mailboxes. We will advise you on the dates and times of these sessions for your area shortly.

CeI will also provide user guides and answers to frequently asked questions.
