1. The Western Cape Government (WCG) and the Western Cape Education Department (WCED) has identified eLearning as one of the strategic "Game Changers" designed to open the doors of opportunity for young people through revolutionising teaching and learning using the provision of technology to schools across the province to access the digital knowledge platform.

2. We have the pleasure of informing you that the WCED has identified your school as a Universal School as part of the eLearning Game Changer programme.

3. Universal schools, in terms of this initiative, will initially have basic access to teaching technology to introduce and develop eLearning concepts and to expand access to eLearning for learners.

4. The WCG and the WCED will initially provide the following over the next three-year period:

  • The installation of a Wide Area Network (WAN)
  • Teacher access to digital resources through WAN via computer labs and centralised wireless access points
  • The augmentation of current functional computer labs through the Slim Lab project to ensure access to broadband
  • Skill-specific training and development for all teachers and school managers
  • Digital resources for teaching and learning
  • eLearning adviser to support the integration of eLearning into the teaching environment
  • Standard technical support through the Centre for eInnovation (CeI) Service Desk
5. The Slim Lab project, in which your school has been selected to participate, seeks to provide an enabling environment in which groups of learners and teachers can access and leverage the broadband to enhance teaching and learning.

6. Further information relating to the potential Slim Lab solution best suited to your school will be conveyed in subsequent communications.

7. As a principal of a universal school, we require you to:

  • allow the assessment and implementation teams full access to the school as required;
  • establish an eLearning team;
  • develop an eLearning vision; and,
  • provide the name and contact details of the eLearning champion as well as two others who will be the eLearning advocates at your school.
8. As an indication of your commitment and support of the eLearning roll-out, please complete the attached form and return it to warda.conrad@westerncape.gov.za by no later than 27 January 2017.

9. As this has a three-year roll-out period, more specific details will be conveyed to you closer to your commencement date.
