1. The Regulations Pertaining to the Conduct, Administration and Management of the National Senior Certificate Examination of May 2014 make provision for a CAT for LO that is externally set and moderated.

2. The aim of this minute is to inform schools of the procedure to be followed in the administration of the CAT for LO.

3. Printing, packing and distribution of the CAT for LO

The Western Cape Education Department (WCED) will print question papers for the CAT for LO for all learners in the province according to the final registration data indicated on the Centralised Education Management Information System (CEMIS) and distribute them to all schools that offer the National Senior Certificate (NSC).


4. Writing of the CAT for LO
4.1 The CAT for LO is part of the final promotion mark in Grade 12 and therefore all schools must write it.
4.2 The date for the writing of the CAT for LO is Friday, 02 September 2016, from 09:00 to 11:00. Any deviation from this date and time will be regarded as a serious irregularity.
4.3 The CAT for LO will consist of a two-hour paper totalling 80 marks. It will replace Task 4 in Term 3 and will constitute 20% of the final mark for LO.
4.4 Upon receipt of an envelope containing the question papers, principals must take full responsibility as Chief Invigilators to ensure that all conditions and rules relating to the NSC examinations are complied with.
4.5 Principals must open the envelope on the day of the examination in the presence of the learners and oversee the distribution of the question papers.
4.6 Teachers who are teaching the subject must not invigilate the CAT for LO. Principals must ensure that invigilators are vigilant while the CAT for LO is written.
4.7 After the writing of the CAT, the scripts must be sealed in the bag provided and stored in the strong room of the school until marking commences.
4.8 The names of learners with a valid reason for being absent must be written on Annexure A, which is attached to this Assessment Management Minute, and emailed to Ragiema.Geldenhuys@westerncape.gov.za before 05 September 2016.
4.9 The supplementary examination for the CAT for LO will be written on Tuesday, 11 October 2016, from 09:00 to 11:00. Principals must ensure that all conditions and rules relating to the NSC examinations are complied with.

5. Marking guideline discussions
5.1 The provincial marking guideline discussion meetings will take place from 14 to 15 September 2016.
5.2 The final marking guideline will be provided to teachers by 16 September 2016, and scripts may only be removed from the strong room on the day marking commences.

6. Marking of the CAT for LO
6.1 The marking of the CAT should be conducted at the school under the supervision of the principal, with a senior teacher or a Head of Department (HOD) acting as the internal moderator.
6.2 The marking process should commence on 16 September 2016 and must be concluded by 30 September 2016.

7. Moderation of learner evidence
7.1 At least 10% of the marked scripts at a school should be moderated by a senior teacher or an HOD.
7.2 The subject adviser for LO must moderate a sample of scripts from selected schools. The senior curriculum planner for LO must submit a report to the Directorate: Assessment Management on the moderation that was done by the subject advisers. This report can be submitted at the CAT for LO moderation session.
7.3 The provincial moderation of the CAT for LO will take place from 04 to 05 October 2016 at the Metro North Education District Office.

8. Capturing of marks for the CAT for LO
8.1 A special mark sheet will be issued to schools for the recording of marks. This mark sheet will be additional to the normal mark sheet provided for LO.
8.2 The CAT mark sheet must be sent to the WCED together with the rest of the mark sheets for school-based assessment.

9. Principals are requested to make the necessary arrangements for this assessment.

10. Kindly bring this information to the attention of all Life Orientation teachers and learners.
