1. This minute must be read in conjunction with Circular 0028/2011: Guidelines to be followed when dealing with progression and promotion appeals at school and district level.

2. With reference to the management of appeals at school level, please note the following:
2.1 The required information from teachers' files, evidence of learning, learner profiles and evidence of interventions based on the Policy on Screening, Identification, Assessment and Support (SIAS) as well as the minutes of the process that was followed by the investigating team must be available to the appeals investigating district officials.
2.2 The parent/guardian of the learner must complete Part 1 of the appeal form (Addendum A), providing a reason for the appeal to ensure that the appeal is managed at school level.
2.3 The principal must acknowledge the appeal from the parent; investigate the appeal together with the appeals committee by verifying the marks from the learner evidence, record sheets and mark schedules as well as the remark/moderation of learner evidence where applicable. Schools must provide the outcome to the parent in writing.
2.4 The principal completes Part 2 of the appeal form (Addendum A), informs the parent/guardian of the outcome in writing and files a copy.
2.5 The parent/guardian completes Part 3 of the appeal form (Addendum A), indicating whether the decision of the school is accepted or not accepted and whether he/she would like to appeal to the district director.

3. With reference to the management of appeals at district level, please note:
3.1 The office of the district director must acknowledge receipt of the appeal to the parent or guardian within three working days of receiving it (see Addendum B).
3.2 The director must refer the appeal to the assessment coordinator and request him/her to establish a team to investigate. If the appeal involves a subject or subjects, or a learner with special needs, the relevant official(s) must be co-opted to assist with the investigation.
3.3 The assessment coordinator must assign a case number to each appeal lodged and record it on the appeals database (see Addendum C).
3.4 Based on the investigation of an appeals panel and all the supporting evidence, the assessment coordinator will complete the report (Addendum D) and Part 4 of each appeal form. These will be submitted to the director, who will use them to complete Part 5 of each appeal form.
3.5 The district director will communicate the outcome of the appeal to the parent and the school. The decision of the district director is final.
3.6 The assessment coordinator submits the appeals database along with a cumulative district report to Head Office by the end of February each year.

4. Addendum E outlines the timeframes and the responsibilities of all stakeholders and gives the report format in the managing of appeals at school and district level.

5. Principals are requested to bring the contents of this minute to the attention of all teachers and parents.
