1. The Western Cape Education Department (WCED) has received enquiries from schools relating to the possibility of deviating from a single SGB nomination and election meeting. The current provincial measures relating to governing bodies for public schools make provision that schools may apply to the Head: Education for approval to deviate from the normal procedures during the 2015 SGB Elections.
1.1 Annexure A contains the form to be used by schools to apply to the Head: Education via the Provincial Electoral Officer.

2. Any deviation applied for must promote the best interests of the school community, allow for the maximum participation of parents who wish to vote, not unfairly discriminate against any potential voter and allow for a fair nomination process in the run-up to the elections.
2.1 The application from the school must be fully motivated and clearly indicate the date, time and manner in which the school intends to manage the alternative nomination and election processes.

3. Schools must consider the following minimum guidelines before applying to the WCED to host a full day election:
3.1 The appointed electoral officer must have agreed to it and must be available throughout the election process.
3.2 Sufficient and effective safety and security measures will be in place to ensure that the integrity of the elections is maintained throughout.
3.3 Communication to parents must ensure that they will be sufficiently informed of the nomination and election procedures to be used.
3.4 Schools must submit proof that they have taken steps to comply with the above guidelines when applying.

4. The nomination and election procedures should take into consideration the following:
4.1 All nominations shall be submitted in writing on a nomination form issued by the school and shall be lodged with the school not less than 10 working days before the date of the election.
4.2 After the time of the submission of nominations has expired the electoral officer shall consider the nominations and the details of those candidates that have been accepted shall be circulated to all parents in the school, in writing, at least 5 working days before the election date.
4.3 At the close of polls, at least 15% of the total number of parents on the voters’ roll must have voted in order for the required quorum to be achieved and the election to be considered valid.

5. Except for the above, all other procedures for the notification, nomination and election of SGB members shall apply as outlined in the provincial measures.
