1. Ukulandelela iNgcaciso eMfutshane yeCandelo loLawulo lwezaBasebenzi 0001/2014 yomhla wesi-18 Februwari 2014 eyayimalunga neenkqubo zolawulo lwentsebenzo ezintathu eziphathelele kootitshala nakubaqeshwa benkonzo karhulumente, siqhoboshela apha ezi khalenda zonyaka zenkqubo yeSPMDS, PMDS ne-IQMS yango-2015.

2. Ezi khalenda zinika isikhokelo seenkqubo eziyimfuneko nemihla emiselweyo yokungeniswa kwazo.

3. Ulawulo lwentsebenzo yinkqubo eqhagamshelanisa izicwangciso zeziko neenjongo kwiinjongo zeeyunithi ezincinci (sub-unit goals) kunye nakwimisebenzi yalowo nalowo mntu, yaye lujoliswe ekunikeni isikhokelo nasekuphuculeni intsebenzo yomntu ngamnye, ukuze ngaloo ndlela kwandiswe ukusebenza ngokuyimpumelelo kwesebe namaziko emfundo.

4. Ulawulo lwentsebenzo oluqhubeka okokoko lunceda

  • ekumiseleni umoya wentsebenzo egqwesileyo;
  • ekuphuculeni ulwazi nokuqonda ngezo zinto zilindelekileyo;
  • ekuphuculeni unxibelelwano;
  • ekukhuthazeni uvavanyo olunobulungisa nolungakheth' icala;
  • ekunikeni amathuba abhekiselele kwiimfuno zophuhliso;
  • ekulawuleni intsebenzo enganelisiyo ngokuthatha amanyathelo okuthintela ingxaki kwangoko;
  • ekukhokeleni nasekunikeni inkxaso abasebenzi; kunye
  • nasekuboneleleni ngesiseko sezigqibo zethuba elizayo.
5. Kuluxanduva lwabo bobabini, umphathi wecandelo (isuphavayiza) kunye nomqeshwa, ukuqinisekisa ukuba ikho imvumelwano yentsebenzo, ukuba iyimfuneko engumqathango ophambili (prerequisite) wesixhobo sentsebenzo esinoku-setyenziswa. Kunyanzelekile ukuba bonke abaphathi bamacandelo nabaqeshwa baqinisekise ukuba ukuhlolwa kwentsebenzo kwenziwa qho. Bonke abaqeshwa, nokuba ngaba baqeshwe isigxina, bangabalingwa okanye ngokwemvumelwano, baphantsi kohlolo lwentsebenzo, yaye ireyithingi nganye ebonisa intsebenzo mayisekelwe kubungqina.

6. Ukungaphumeleli kwabaphathi bamacandelo okanye kwabaqeshwa ukungenisa amaxwebhu ayimfuneko kunokubangela ukuba umqeshwa anganikwa uchatha womvuzo (pay progression) okanye ibhonasi yentsebenzo (kwimeko yabasebenzi benkonzo karhulumente). Ukuba umphathi wecandelo okanye umqeshwa ufunyaniswe engakukhathalelanga oku, isiphumo soko ingakukuba ohlwaywe lo mntu uchaphazelekayo.

7. Kuluxanduva lwabo bonke abaphathi bamacandelo nabaqeshwa ukuqinisekisa ukuba iirivyu nokuhlolwa kokugqibela kuqhutywa ngokwemigqaliselo emiselweyo kwisixhobo solawulo lwentsebenzo esisetyenziswayo. Kunyanzelekile ukuba kulandelwe ngqo imihla emiselweyo yokungeniswa kwamaxwebhu afunekayo. Ukungaphumeleli ukuhlangabezana nale mihla ibekiweyo kuya kuba nesiphumo sokuba angafakwa uchatha kwimivuzo okanye ibhonasi yentsebenzo (kwimeko yabaqeshwa benkonzo karhulumente) kumqeshwa ochaphazelekayo (kubaqeshwa abachaphazelekayo).

8. Kucelwa wazise okukule ngcaciso imfutshane bonke abasebenzi abaphantsi kweliso lakho ukuze bakuthathele ingqalelo.
