2. Kucelwa ufumane le Setyhula yoVavanyo kaZwelonke (National Assessment Circular) No. 3 ka-2015) iqhotyoshelweyo, ivela kwiSebe leMfundo esiSiseko (ISebe DBE), emalunga nokutshintshwa apha naphaya kwamanqaku kwiSigaba saBadala.
2.1 Ukutshintshwa kwamanqaku kumaBakala 7 ukuya ku-9 kuya kuphunyezwa kwithuba leminyaka emithathu elandelayo ukuqinisekisa ukuba akukho mfundi ukwimeko embi (disadvantaged) ngenxa yeemfuno ezimiselweyo zokupasa (promotion requirements) kula mabakala ukususela okoko kwakuphunyezwe i-Curriculum and Assessment Policy Statements (CAPS) ngo-2014.

3. Iprogram yokurekhoda nokwenza iripoti (recording and reporting programme) yeSebe leMfundo leNtshona Koloni (WCED) yamaBakala 7 ukuya ku-9 iya kutshintshwa apha naphaya ukwenzela ukuba yenziwe yikhompyutha (automate) le nkqubo yokutshintshwa kwamanqaku icetywa liSebe i-DBE.
3.1 Le program iya kuwatshintsha ngokuzenzekelayo amanqaku (automatically adjust) kwishedyuli ukuba umfundi ukufanele ukupasa ngokutshintshwa apha naphaya kwamanqaku.
3.2 Bonke abafundi abanamanqaku atshintshwe apha naphaya abaya kupasiswa, baya kuboniswa ngokuzenzekelayo (automatically be indicated) kwishedyuli yokupasa ngolu hlobo "Promoted with adjustment" kwikholam i-remarks column.
3.3 Iprogram iya kuvelisa ngokuzenzekelayo (automatically generate) ilisti yabo bonke abafundi abanamanqaku atshintshwe apha naphaya.

5. Kubalulekile ukuba bonke abafundi baphathwe ngendlela efanayo nenobulungisa, ngoko ke izikolo zifanele ukuqala zisebenzise isikhokelo sokutshintshwa kwamanqaku apha naphaya sabo bonke abafundi abangazifezekisanga iimfuno ezimiselweyo zokupasa ezizozena zisezantsi zize ke emva koku, zigqithele kwabo bafundi bakufaneleyo oku ngenxa yeminyaka yabo bekweso sigaba.
