IMPLEMENTATION OF CURRICULUM AND ASSESSMENT POLICY STATEMENT (CAPS) TECHNICAL STREAM IN 2016


1. The Western Cape Education Department (WCED) was requested by the Department of Basic Education (DBE) to inform all schools offering technical subjects in the Western Cape Province of the implementation of technical specialisation subjects including Technical Mathematics and Technical Sciences for technical schools.
2. The DBE published Circular S16 of 2014 to provide guidance to schools on the implementation.
3. The Minister approved the CAPS as policy for technology subjects and two new subjects, namely, Technical Mathematics and Technical Science, Government Gazette No. 37840 of 2014.
4. The CAPS technical stream will be incrementally implemented in Grade 10 from 2016, Grade 11 in 2017 and Grade 12 in 2018.
5. The success of the implementation of the new technical subjects is dependent upon human capital with the necessary skills and content knowledge.
6. There is a need for the reskilling of teachers who will offer the new technical subjects. The WCED has identified well-resourced institutions suitable for the training of Technical Mathematics and Technical Sciences teachers.
7. Skills centres have been identified for the training of teachers for the specialisation subjects namely, Civil Technology, Mechanical Technology and Electrical Technology. The proposed date for the training of teachers is April 2015.
