1. Applications are invited from teachers, curriculum advisers and senior curriculum planners, who meet the criteria (specified in Annexure A), for the positions of internal moderators, chief markers, deputy chief markers and markers for the National Senior Certificate (NSC) examinations from November 2015 to November 2017 (inclusive of the February - March supplementary examinations between 2016 and 2018) and the Senior Certificate (SC) examinations from June 2016 to June 2018.

2. The list of subjects for both the NSC and SC are indicated in Table 1 whilst Table 2 only applies to the NSC.

3. The number of marking officials appointed will be determined by the number of markers required for a particular paper.

4. The Department of Basic Education (DBE) is considering the centralised marking of selected small subjects in 2015. The list of subjects will be communicated to the aspirant markers as soon as it is made available by the DBE.

5. In the event that such a list is made available after the appointments have been done, the Western Cape Education Department (WCED) will have no choice but to terminate the appointments done in those selected subjects.

6. Officials who meet the appointment criteria (Annexure A) and who produced a minimum of 70% school pass rate in the November 2014 NSC examination in the subject taught, are requested to apply for the above-mentioned positions. Please submit the application form (Annexure B) and declaration form (Annexure C) to the WCED by 17 April 2015.

7. Submission of applications
7.1 All applications must be made on the attached application form (Annexure B) and must be accompanied by the following:

  • A completed declaration form, a copy of which is attached to this minute as Annexure C.
7.2 All new applicants must attach the following documents to their application forms:

  • Curriculum vitae;
  • Certified copy of identity document;
  • Certified copy/copies of academic study record(s); and
  • Certified copy/copies of qualification certificate(s).

8. Successful applicants will be notified in writing of their appointments and will be required to sign a contract with the WCED. Further correspondence regarding the marking process will then follow.

9. The marking of the NSC examination scripts is one of the most important aspects of the examination process. The WCED takes pride in the appointment of qualified and competent markers. Principals and other senior officials who recommend markers must, therefore, act in good faith. Please note that supplying incorrect information on the application form will be regarded as fraud and will be dealt with in terms of the Employment of Educators Act.

10. It is imperative that principals, education district directors, IMG managers and curriculum advisers bring the content of this minute to the attention of all teachers so that they are familiar with the appointment criteria before submitting applications. The Directorate: Assessment Management cannot accept responsibility if teachers are not informed of the contents of this minute.
