1. Criteria for implementing progression in Grades 10 and 11
1.1 The Regulations pertaining to the National Curriculum Statement Grades R to 12 state that a learner may only be retained once in the Further Education and Training band. This implies that a learner who has not met the promotion requirements in either Grades 10 or 11, after repeating the grade, may be progressed to the next grade.
1.2 The Council of Education Ministers (CEM) meeting of 14 August 2015 recommended that criteria should be set to guide learner progression in Grade 10 and 11. DBE Circular E35 with an accompanying Guideline document has been received and is attached.
1.3 To clarify, learners should only be progressed if they satisfy the following criteria:
1.3.1 Learners must have failed to satisfy the promotion requirements of either Grade 10 or Grade 11, and have repeated either Grade 10 or 11.
1.3.2 The learner must attain 30% in at least 4 subjects which must include the Language of Learning and Teaching (LoLT) of the school.
1.3.3 The learner must have attended school on a regular basis and not have been absent for 20 or more days without a valid reason.
1.3.4 The learner must have satisfied the School-Based Assessment (SBA)/Practical Assessment Task (PAT)/oral requirements for all relevant subjects.
1.4 Districts should monitor that all schools comply with these guidelines in implementing progression for Grade 10 and 11 learners at their schools.
1.5 Principals should kindly ensure that the content of this minute is communicated to all educators, learners and parents.
