1. This minute replaces Assessment Management Minute 0018/2015.

2. Please find National Assessment Circular No. 3 of 2015 attached, as received from the Department of Basic Education (DBE), regarding mark adjustments for the Senior Phase.
2.1 Mark adjustments for Grades 7 to 9 will be implemented for the next three years to ensure that no learner is disadvantaged by the promotion requirements for these grades since the implementation of the Curriculum and Assessment Statements (CAPS) in 2014.
2.2 The following principles will apply in the mark adjustment process in 2015:
2.2.1 The focus of mark adjustments will be on individual subjects and not on overall pass rate of the school in a grade.
2.2.2 Mark adjustments will only be applied in a maximum of three (3) subjects per learner.
2.2.3 The adjustments will be applied to learners who have obtained a mark which is within a 7% range of the pass requirement in a subject.
2.2.4 Mark adjustments must be prioritised in the fundamental subjects of Home Language, First Additional Language and Mathematics.
2.3 The percentage range in which learners can receive an adjustment will decrease with each successive year of CAPS implementation. The table below indicates the mark adjustments that will apply from 2015 onwards.

3. The Western Cape Education Department (WCED) recording and reporting programme for Grades 7 to 9 will be adapted to automate the adjustment process proposed by DBE.
3.1 The programme will automatically adjust the marks on the schedule if a learner qualifies for a promotion with adjustment(s).
3.2 All learners whose marks were adjusted to be promoted, will automatically be indicated on the promotion schedule as "Promoted with adjustment" in the remarks column.
3.3 The programme will automatically generate an adjustment list of all learners whose marks were adjusted.
3.4 The "Years in Phase progression" selection and immigrant/deaf concession must still be done manually, as was the case previously.

4. Schools that do not use the WCED recording and reporting programme must follow the instructions in the DBE circular No. 3 of 2015.

5. It is important that all learners are treated uniformly and fairly thus schools must first apply the mark adjustment guidelines for all learners who have not met the minimum promotion requirements and only then progress those learners that qualify due to years in a phase.

6. Schools must provide a list of all mark adjustments for verification purposes by the district.

7. Principals are kindly requested to inform teachers and parents about the contents of this minute.
