ROLL-OUT OF THE CONTINUING PROFESSIONAL TEACHER DEVELOPMENT MANAGEMENT SYSTEM FOR POST LEVEL 1 EDUCATORS


1. Cape Teaching and Leadership Minute 0003/2013 refers.
2. The Continuing Professional Teacher Development Management System (CPTDMS) was introduced through the National Policy Framework on Teacher Education and Development, gazetted on 26 April 2007.
3. The South African Council for Educators (SACE), in collaboration with the Department of Basic Education, provincial education departments and teacher unions in the province, has successfully orientated and signed-up cohort 1 (principals and deputy principals) and 2 (heads of department) since the implementation of the CPTDMS in 2013.
4. Cohort 1 (principals and deputy principals) started their professional development cycle as from 01 January 2014 and are currently in the second year of their three-year cycle.
5. Cohort 2 (heads of department) started their professional development cycle as from 01 January 2015 and are currently in the first year of their three-year cycle.
6. In line with the SACE resolution, the Head of Education has approved the roll-out of the CPTDM to post level 1 educators over a two-year period, i.e. 2015 – 2016.
7. In preparation for the roll-out to post level 1 educators in the first cycle, the Western Cape Education Department, in collaboration with SACE and teacher unions, will be providing orientation and sign-up sessions for post level 1 educators as per the schedule below:

Target group Orientation and sign-up Beginning of 1st cycle
Post level 1 educators at:

  1. Secondary schools; and
  2. Combined schools.
 June 2015 – October 2015 01 January 2016
Post level 1 educators at:

  1. Primary schools;
  2. Special schools;
  3. Psychologists and therapists appointed at schools in terms of the Employment of Educators Act, 1998; and
  4. Teachers with special needs.
 January – October 2016 01 January 2017
8. Details of the orientation and sign-up sessions for post level 1 educators will be communicated to schools by district offices.
9. Kindly bring the content of this minute to the attention of all relevant personnel.
