1. The growing demand for venues and accommodation by Western Cape Education Department (WCED) stakeholders has prompted the Directorate: Cape Teaching and Leadership Institute (CTLI) to explore a more effective means of catering for all users.
2. We are therefore pleased to announce that with effect from 1 April 2015, a professional catering company will be contracted to provide all meals and refreshments to users of CTLI facilities. This means that users will be obliged to make use of the on-site catering contractor on the transversal contract and no other caterers will be allowed on site.
3. On confirmation of a booking at the CTLI, the applicant must communicate their catering needs directly with the contracted caterer. A standard menu will be available to all users and users will be issued with meal coupons which can be exchanged for meals/teas etc. At the end of the intervention, each user will be invoiced by the caterer and payments will be processed through Procurement Management as prescribed. The on-site contractor can also be commissioned to provide departmental catering off-site, without any additional procurement processes. The standard attendance register and certified invoices must be attached to payment advices in all cases.
4. Information about the contracted service provider, contact details as well as standard and special menus as specified in the contract specifications will be provided, once the contract has been concluded.
5. It is very important that the 30-day deadline for the booking of CTLI venues as well as reservations for catering be adhered to.
6. We trust that we can count on the full co-operation of all users and we believe that this new arrangement would be welcomed by all and will contribute significantly to improved efficiency.
