The Western Cape Education Department (WCED) has prepared a Representative Council of Learners (RCL) reference file for each of the qualifying Western Cape public schools, i.e. those with Grade 8 and higher, to assist the RCL to perform its functions. |

The reference file will be delivered by district officials to all public schools with Grade 8 and higher and it should be presented to the RCL as soon as it is received. |

In order for the reference file to have the desired effect of assisting RCLs with their functioning, it is recommended that the Principal and the Teacher Liaison Officer (TLO) mediate the content of the file with the relevant RCL. |

Further, it is recommended that a mediation schedule be compiled so as to ensure that RCL members are familiarised with the contents of the file. The mediation programme may be conducted over a period of three months or more. |

Each school will receive two (2) copies of the file in three official languages of the Western Cape Province. |

Should a school not receive the copies, please contact your education district RCL Coordinator. |

The file is the property of the school must be kept safely at all times. TLOs are free to make copies of relevant sections of the file while keeping it in a safe place. |

Principals must please bring the content of this minute to the attention of all concerned, including the governing body. |
