1. The National School Nutrition Programme (NSNP) is a government programme for poverty alleviation, specifically initiated to uphold the rights of children to basic food and education.
2. The NSNP is funded by a conditional grant from the national Department of Basic Education (DBE).
3. The current legal framework for this grant is spelled out in the Division of Revenue Act (DoRA), Gazette No. 36581 dated June 2013.
4. NSNP school management and the NSNP District Co-ordinator are expected to ensure that processes for monitoring the delivery of NSNP to schools are effectively implemented. These would include, amongst others, the reconciling of monthly transactions.
5. NSNP district officials need to monitor compliance with the minimum requirements applicable to the implementation of the NSNP as set out in Circular 0015/2014.
6. This minute serves to confirm that NSNP district and provincial officials are mandated to perform unannounced visits to schools in order to perform their duties, which include monitoring.
7. The school principal, as the accounting officer, is responsible for the overall management of the programme at the school (Circular 0015/2014, 2.3).
