1. The National Treasury concluded transversal contract RT5-2013 to provide continuous courier services to national and provincial government departments. The contract has been concluded for a 2 year period ending 31 August 2015 with the following service provider.

2. This service is for exceptional circumstances only. The normal mail services provided by the Head Office and District Office Registries should be used for ordinary mail.

3. If any of the WCED directorates or district offices wish to make use of the service specified in the current transversal National Treasury Contract RT 5-2013, the following procedure must be followed:

  1. Contact the service provider and request an order (waybill), which must be completed in full by the relevant component. The following details must be provided:
    • Name of directorate/chief directorate/district office.
    • Name of contact person.
    • Street address,
    • Room number and telephone number of the contact person.
    • File reference number on which record is kept of the courier services required.

  2. Request the service provider to collect the item(s) earmarked for despatch and for the invoice for the service to be directed to the contact person who requested the service.

  3. Upon receipt of the invoice, verify the details for correctness (see paragraphs (a) and (b) above) to ensure that the service was rendered satisfactory and to determine if the invoice can be paid.

  4. Pay the invoice directly on BAS (Sundry Cycle-within 30 days).
4. It is important to note that the component requesting the courier service is responsible for paying the account and dealing with any queries related to any particular service. 5. This minute replace all previous minutes regarding courier services.

6. Kindly bring the content of this circular to the attention of all personnel.
