1. The Western Cape Education Department (WCED) herewith informs all stakeholders of the importance of the Resource Person during the recruitment and selection processes of Institution Based Educators, in terms of Chapter B, paragraph 3.3(b)(i) of the Personnel Administrative Measures and Provincial Education Labour Relations Council (PELRC) Resolution 1/2002.

2. During the recruitment and selection processes for Institution Based Educators the Resource Person should:
2.1 Ensure compliance and monitor procedural and substantive fairness of the recruitment and selection processes.
2.2 Provide guidance (with setting up questions, provide training on the recruitment process) and support (provide assistance and support with the process, including Employment Equity scoring) to the interview panel.
2.3 Report any irregularities and comments on the processes followed to the relevant District Director and the Director: Recruitment and Selection. This should be included in the minutes, documenting the nature of the irregularity and process followed.
2.4 Facilitate the recruitment process:

  • Ensure that the motivation for the selected candidate/s justifies the nomination;
  • Ensure that the reasons for the exclusion/inclusion of each candidate are consistent with the set criteria; and
  • Sign the checklist if satisfied with the validity of the process.
3. The attached Annexure A encapsulates the expectations pertaining to the Resource Person and the competencies he/she should demonstrate.

4. School governing bodies/interview panels are to respect the role of the Resource Person as a representative of the WCED.

5. The co-operation of all involved will ensure the success of this very important function.
