1. The Compulsory Induction Programme (CIP), effective as from 01 November 2012, is applicable to employees appointed in terms of the Public Service Act, 1994 (Act 103 of 1994), as amended, on salary levels 1 to 14 in a production or supervisory/managerial, Occupation Specific Dispensation (OSD) or non-Occupation Specific Dispensation post with effect from 1 July 2012. This includes employees appointed on a fixed term contract exceeding 2 years, or who have resigned and are re-appointed into the Public Service with effect from 1 July 2012.
2. The Western Cape Government (WCG) raised a number of challenges regarding the implementation of the CIP and therefore, it was decided to continue with the Public Service Induction (PSI) Programme and the Senior Management Service (SMS) Induction Programme instead, until clarity is obtained from the Minister of Public Service and Administration (MPSA) on the matters relating to the CIP. Due to the uncertainties a backlog of employees who have not attended any induction programme in the province has occurred. A decision was taken by the WCG to eradicate the backlog immediately.
3. As the non-completion of the Induction Programme will lead to probationary appointments not being confirmed, the Western Cape Education Department (WCED) has developed a strategy to eradicate the backlog by arranging PSI training for the affected four hundred and thirty nine (439) school-based employees from 25 August 2014 to 26 September 2014.
4. It would be appreciated if you could release the affected employees at your school to attend the 2 day session. For this purpose, further details will be communicated to the affected institutions. Please note that induction training will be an on-going process for newly appointed employees and details of further training interventions will be communicated to affected institutions on a regular basis.
