1. In the three years since the inception of the online School Improvement Plan (SIP) there have been slight modifications each year. Please note the following arrangements for SIPs for 2015:
1.1 Schools should complete their preliminary school self-evaluation and Action Plan for 2015, and those aspects of their School Profile that do not refer to academic targets, by the end of the third term.
1.2 This earlier date enables:

  1. schools to begin planning for 2015;
  2. districts to develop a District Improvement Plan that is responsive to the needs and requests of schools; and
  3. the province to plan for provisioning related to enrolment numbers (classrooms and equipment, teachers and Learning and Teaching Support Materials).
1.3 The Academic Performance Improvement Plan and all related academic targets, such as targets for the Annual National Assessments and Western Cape Education Department (WCED) Systemic Evaluations, will be completed once test and end of year results are available.
1.4 Similarly, the targets for absenteeism should be provided once the figures for 2014 are available.
1.5 IMG managers will engage with the draft plans and give advice, where required.
1.6 The capture screens will be locked at the end of the third term to allow for analysis of the draft plans, enrolment projections and requests for assistance.
1.7 The system will re-open on 3 November 2014 for schools to amend their documents as required and to continue with the population of their plans.
1.8 Enrolment figures on the SIP will remain “live” until a school signs off on its targets at the end of January 2015.
1.9 At the beginning of 2015, the results on the WCED systemic tests for Grades 3, 6 and 9, and the National Senior Certificate results will be added as they become available.
1.10 It is important for academic targets to be based on the number of learners and not only percentages. In order to assist this process, the online SIP for 2015 has been set up so that when schools insert the PERCENTAGE PASS targeted, then the corresponding NUMBER of learners will automatically appear in the appropriate column.
1.11 An EXCEL version of the plan is attached to assist with the preparation of your 2015 SIP.

2. Structured quarterly monitoring (School Improvement Monitoring) will be conducted at schools in 2015 by district officials.

3. Please bring the content of this minute to the attention of all concerned.
