1. This minute outlines the criteria for admission of candidates to the National Senior Certificate (NSC) Supplementary Examination. This minute must be read in conjunction with Government Gazette No. 30048, dated 6 July 2007, Chapter 4, Section 17, paragraphs 1-3; and Section 18, paragraphs 1–9.

2. The supplementary examination is conducted during the first school term of the new calendar year. Only learners registered for the November examination of the previous year may be admitted to the supplementary examination.

3. Learners who absent themselves from the November examinations and do not have a valid reason, will not be allowed to register for that subject/s in the supplementary examination.

4. Learners may not enter for any new subjects in the supplementary examination, i.e. they may only enter for the subjects which they were registered for in the preceding November examination.

5. There are several categories under which a learner may be considered for admission to the supplementary examination. The following categories are applicable:
5.1 Cases of illness / medical cases
5.1.1 A learner who is sick, pregnant or becomes sick during the November examination and who has a valid medical certificate will be permitted to register for the supplementary examination.
5.1.2 A learner may choose to write the entire subject or only the components of the subject/s which he or she did not write in the November examination.
5.1.3 The medical certificate must confirm the serious nature of the illness and should satisfy the requirements of the Western Cape Education Department (WCED). The date of issue on the medical certificate must coincide with the date of absence.
5.2 Cases of death

In the case of death in the immediate family, admission to the supplementary examination is at the discretion of the Head of Department. A request for such admission must be accompanied by a letter from the school principal recommending that the learner concerned must be entered for the supplementary examination. A certified copy of the death certificate and an affidavit confirming the relationship of the deceased to the candidate must accompany the application.

5.3 Special circumstances
5.3.1 In the event that a learner represents the country in a recognised sport and is unable to write the examination as a result thereof, he or she may be permitted to register for the supplementary examination.
5.3.2 The learner must ensure that he or she obtains an official letter from the Sports Body that confirms the learner was selected to represent the country during a specified period.
5.4 Tertiary education
5.4.1 In the event that a learner is required to obtain a better symbol in a subject/s before being granted entry into a recognised tertiary institution, then such a learner may be permitted to register for the supplementary examination.
5.4.2 A request for such admission must be accompanied by an official letter that was issued to the learner from the institution, stating the requirements for entry.

6. Where candidates were absent for the November examination due to illness, death of an immediate family member or for special circumstances, the following procedures must be followed:
6.1 The school principal or chief invigilator must mark the candidate as absent and indicate "999" on the attendance register and mark sheet respectively.
6.2 On the day of the examination, the school principal or chief invigilator must write the learner's examination number and identity number clearly on the medical certificate, affidavit and all other correspondence before submitting the certificate.
6.3 The required documentation must be sent to Head Office separately and NOT be attached to the script/answer book. The required documentation may be scanned and e-mailed, but the originals must be posted or hand-delivered to Head Office within 7 days. The documentation must be sent to: Riyad Isaac at the address below.
6.4 A copy of the relevant documents must accompany every Absentee Form (Annexure A).

7. All learners who qualify for entry to the supplementary examination will be supplied with a pre-printed entry form. The entry form will be issued at the school on the day of the releasing of results in January 2015.

8. The entry form issued to learners who qualify to enter for the supplementary examination must be completed and signed by the learner and Principal. The form must be submitted to:
