1. Introduction
1.1 The amended National Norms and Standards for School Funding (Government Gazette No. 33973, Notice 48 attached) indicate that the Grade 3 or Grade 6 Annual National Assessments (ANA) will be used to measure learner achievement in independent schools that are eligible for a subsidy.
1.2 This minute serves to inform all state subsidised independent schools that offer Grade 3 or Grade 6 that they are required to write the ANA from 16 to 19 September 2014, as indicated on the attached timetable. The ANA will be written by either Grade 3 or Grade 6 learners at the school, whichever of the two grades offered at the school is higher.

2. Procedures before the writing of the ANA
2.1 Schools were provided with a Language of Learning and Teaching (LoLT) Report on the Centralised Education Management Information System (CEMIS), and were requested to ensure that all learner registration was completed correctly by April 2014. This was to ensure that learners write the tests in the correct LoLT, subject and grade.
2.2 Test papers will be packaged according to the CEMIS learner registration information.

3. Test venue preparation
3.1 Allocated venues for writing the ANA are to be prepared at least one day before the writing of each test.
3.2 Walls containing any material that could assist learners must be covered, or the material removed.
3.3 Grade 3 learners may be allowed to use teaching aids as prescribed in the Mathematics Curriculum and Assessment Policy Statements (CAPS). The teaching aids range from the learners' counters, 100 charts, and number lines to any other aids that learners are normally permitted to use to solve a problem.
3.4 Seating in the venue must be arranged in a manner that ensures that learners do not have access to one another's work.

4. Procedure on the day of writing the ANA
4.1 The mark sheets for the ANA will not be supplied to the schools. Instead schools will be required to print these mark sheets from the CEMIS. Schools are requested to download and print the mark sheets by going to "Assessments", "ANA 2014", and then to "ANA Mark Sheets" on the CEMIS. The Language and Mathematics mark sheet for each class in the relevant grade must be downloaded and printed by 11 September 2014. The mark sheets will also be used as the attendance register.
4.2 At independent schools where there is more than one class writing the ANA, the principal must arrange for invigilators for the classes writing. Where only one class is writing the ANA, the test will be administered by the education district official.
4.3 The ANA tests, along with the absentee register, will be removed by the education district official from the school premises on the same day of writing the ANA and will be marked at the education district marking centre.
4.4 Principals of independent schools are kindly requested to note the content of this minute and bring it to the attention of the teachers and learners concerned.
