1. Le ngcaciso imfutshane ithatha indawo yeSetyhula 0050/2005 yaye kufuneka ifundwe kunye nesikhokelo esikwi-Procedure Manual for Centre Managers and Site Coordinators of Community Learning Centres.

2. Ziyacelwa ii-ofisi zezithili zemfundo namaziko emfundo oluntu (community learning centre (CLCS)) ukuba zilandele ngqo ezi nkqubo zilandelayo ukwenzela ukuba kwenziwe lula ukunikwa kwengcaciso zii-CLCs kunye nobhaliso, ukuxhaswa ngemali, ukuvalwa nokutshintshwa kwamagama ee-CLCs.

3. Ubhaliso lwamaziko emfundo oluntu
3.1 UMthetho weMfundo noQeqesho lwaBadala, 2000, uMthetho 52 ka-2000 (Adult Basic Education and Training Act, 2000 (Act 52 of 2000)) umisela ukuba akukho mntu makaseke okanye aqhube iziko ngaphandle kokuba libhalisiwe kwiSebe leMfundo leNtshona Koloni (WCED).
3.2 Iziko ngalinye malizanelise iikhrayitheriya ezifanelekileyo phambi kokuba kuqwalaselwe ukubhaliswa kwalo.
3.3 Izicelo mazingeniswe kwiSebe iWCED ukuze ziqwalaselwe, yaye maziqale zidlule kwizithili zemfundo ezichaphazelekayo zikwifom CLC2 yokwenza isicelo emiselweyo.
3.4 Emva kokuba igosa lesithili semfundo elichaphazelekayo lisihlolile isicelo, makudluliswe iingcebiso ze-ofisi yesithili semfundo zisiwe kwaNdlunkulu ukuze ziqwalaselwe liCandelwana leMfundo yaBadala noQeqesho (Adult Education and Training (AET) Subdirectorate).
3.5 Umenzi-sicelo uya kwaziswa ngesiphumo sesicelo sobhaliso eso, ngokuthi sidluliselwe kwi-ofisi yesithili semfundo.
3.6 Imvume yokuvalwa okanye yokutshintshwa kweziko lisiwe kwenye indawo mayifunyanwe kwiSebe leWCED, kuqalwe kudlulwe kwi-ofisi yesithili semfundo, ngaphambi kokuvalwa okanye kokutshintshwa kweziko okucetywayo. I-ofisi yesithili mayigqithisele iinkcukacha ezichaphazelekayo ngokuvalwa okanye ukutshintshwa kweziko okucetywayo kwi-AET Subdirectorate.

4. Umsebenzi oluxanduva lwamaziko wokunika ingcaciso
4.1. Emva kokuba iziko libhalisiwe kwiSebe iWCED, linyanzelekile ukuba lingenise la maxwebhu alandelayo kwiSebe iWCED:
4.1.1 ISaveyi eQuphayo neSaveyi yoNyaka (Snap- and Annual Surveys)
4.1.2 IsiShwankathelo saQho ngeKota sokuHamba iSikolo kwaBafundi (Quartely Summary of Learner Attendance)
4.1.3 IsiShwankathelo saqho ngeKota sokuHamba iSikolo kooTitshala (Quartely Summary of Educator Attendance)
4.2 I-ofisi yesithili mayingenise ii-Snap and Annual Survey forms kwiCandelo loLawulo loLwazi neNgcaciso
4.3 Iimali ezabelwa amaziko ziya kubanjwa zingakhutshwa ukuba amaxwebhu akhankanywe apha ngentla akangeniswanga.

5. Inkxaso-mali (Funding)
5.1 Lakuba iziko libhalisiwe, iSebe iWCED linokucinga ngokulixhasa ngemali iziko elo. Ukwenzela ukuba lithathelwe ingqalelo kwinkxaso-mali, kufuneka iziko
5.1.1 lingqinelane nomhlathi 38(1)(J) woMthetho woLawulo lweeMali zikaRhulumente (Public Financial Management Act (PFMA) ngokuthi lizalise yaye lingenise iKhweshine yokuXatyiswa kwamaZiko eMfundo oLuntu eNtshona Koloni Ukungqinelana noMthetho woLawulo lweeMali zikaRhulumente nezihlomelo zawo (Evaluation Questionnaire for Western Cape Community Learning Centre: Compliance with the Public Financial Management Act and its annexures); yaye
5.1.2 lenze isicelo senkxaso-mali qho ngonyaka ngokuzalisa ifom CLC3 echaphazelekayo liyingenise kwiSebe iWCED ungadlulanga owe-15 Juni kunyaka ngamnye.
5.2 Ukuba inkxaso-mali ivunyiwe yaye iziko liyangqinela nomhlathi 38 (1) (J) we-PFMA, kuya kuhlawulwa isavenge sekota enye (one quarter's tranche) kuphela emva kokuba iSebe iWCED lifumene ingxelo yezemali eyanelisayo (satisfactory financial report) kwifom WCED-043 form. Ifom WCED-043 mayingeniswe kwi-ofisi yesithili semfundo kwiCandelo leeNkonzo zeZiko (Corporate Services Section) zingadlulanga iintsuku eziyi-30 zokuqala kwekota nganye.
5.3 Onke amaziko azii-CLCs anyanzelekile ukuba azingenise iingxelo zemali zekota (quarterly financial reports) kwi-WCED-043 form neengxelo-mali eziphicothiweyo zaqho ngonyaka (annual audited financial statements) kwaNdlunkulu, ziqale zidlule kwiCandelo leeNkonzo zeZiko ze-ofisi yesithili semfundo sawo.

6. Ukuvalwa kwamaziko
6.1 Ukuba ibhunga lolawulo leziko ligqibe ekubeni lilivale iziko, malaziswe iSebe iWCED ngesigqibo esilolu hlobo, ngokudlula kuqala kwi-ofisi yesithili, ubuncinane kwiinyanga ezintathu phambi kokuvalwa okucetywayo kwelo ziko. Umhla wokuvalwa okucetywayo mawucaciswe gca.
6.2 Ingcaciso elolu hlobo iya kugqithiselwa kwiCandelwana le-AET sisithili semfundo.
6.3 Amalungiselelo okutshintshela abafundi nootitshala kwelinye iziko makenziwe ngokubonisana ne-ofisi yesithili semfundo.

7. Ukutshintshwa kwegama
7.1 Ukuba ibhunga lolawulo likuvumile ukutshintshwa kwegama leziko, makungeniswe isicelo sokutshintsha igama kwiCandelwana le-AET, ngokuqala kudlulwe kwi-ofisi yesithili semfundo.
7.2 Isicelo esithunyelweyo masihanjiswe neengcebiso ze-ofisi yesithili semfundo.
7.3 Iziko elichaphazelekayo liya kwaziswa, ngokuqala kudlulwe kwi-ofisi yesithili, ngesiphumo sesicelo salo.
