1. Section 11 (1) of the South African Schools Act, 1996 (Act 84 of 1996) states that a representative council of learners (RCL) must be established at every public school enrolling learners in Grade 8 and higher.

2. The RCL is one of the most important partners in ensuring the quality of teaching and learning in schools. Teacher liaison officers (TLOs) must therefore make sure that they develop the skills of RCL members through leadership training initiatives and youth development programmes.

3. To ensure that the RCLs begin to function as early as possible in 2014, it is recommended that the RCL elections for 2014 take place between 1 November 2013 and 31 January 2014.

4. The training of the newly elected RCLs should begin on 1 February 2014.

5. Annexure A is a summary sheet on which details of newly elected RCLs are to be entered. Schools are kindly requested to complete this annexure and send it to the district RCL co-ordinator.

6. The school electoral team
6.1 A school electoral team must be formed to ensure early planning for a successful RCL election.
6.2 School electoral teams are encouraged to develop their own advocacy strategies to encourage learners to participate in the elections and to ensure that capable candidates are elected. Advocacy strategies include the dissemination of criteria for choosing suitable learner members.

7. Principals must ensure that, in compliance with the law, two RCL members are elected to serve on the school governing body from 1 March 2014.

8. After election of new RCL
8.1 As part of its capacity building, the newly elected RCL must undergo an induction process facilitated by the district RCL co-ordinator.
8.2 Principals must ensure that a proper hand-over process is followed from the outgoing RCL to the incoming RCL.
8.3 Principals are encouraged to arrange inauguration ceremonies. This could be done in several ways, e.g. at a school assembly, at a special event attended by parents. Schools are strongly encouraged to participate in district-organised induction activities as this promotes social interaction among learners.
8.4 TLOs are urged to train RCLs to pursue programmes that are in line with the vision and mission of their school. Documents such as the Bill of Responsibilities, Values in Action: Manual for SGBs and RCLs, Guidelines for the Implementation of Peer Programmes for Learners in SA Schools can be used to improve the capacity of RCLs. Copies of these documents are available in all schools. It is not expected of a school to make copies for each member of the RCL.

10. Once all the lists of members of newly-elected RCLs have been received from schools by the district RCL co-ordinator, they must be placed in an envelope and delivered to Ms Zoliswa Lonja at the following address:
