1. Approval has been granted for the upward adaptation, as from 1 April 2014, of the minimum income limit, from R25 000 to R60 000 per annum, of the means test for the calculating of private transport bursaries to needy learners in the West Coast, Cape Winelands, Eden & Central Karoo and Overberg education districts. (See Addendum A.)
2. When calculating the parent’s contribution in terms of the means test, only biological children, adopted children and foster children (learners who are officially in foster care and enrolled by foster parents) may be accepted as dependants.
3. However, a parent whose income qualifies him or her for the total exemption from the payment of the private transport fees, will still have to make a contribution of R14.00 per term, notwithstanding the fact that, according to the attached Addendum A, he or she is exempt from making any contribution.
4. The content of this minute must be brought to the attention of all concerned.
