1. According to the latest information received on reported cases, as well as concerns expressed by the educator and public service unions, managers do not always adhere to the stipulated time frames when investigating and managing grievances within the Western Cape Education Department (WCED).

2. Your attention is drawn to the following documents:

  • WCED Circulars 0230/2003 and 0037/2013, which provide details of the process and time frames involved when investigating and finalising grievances in the workplace.

  • Department of Public Service Administration Circular dated 7 August 2010, whichstresses the importance of managers finalising grievances within the prescribed time frames.
3. Bearing in mind that failure to resolve a grievance within the prescribed time frame can lead to disciplinary action against the manager responsible, it is once again reiterated that the grievances of employees must receive the prompt attention of managers so as to allow for such grievances to be dealt with fairly and effectively within the stipulated time frames.

4. The finalisation of grievances gives effect to the Section 196(4)(f)(ii) of the Constitution of the Republic of South Africa, which provides for the speedy, impartial and equitable handling of grievances.

5. Kindly bring the content of this circular to the attention of all managers and supervisors under your supervision.
