1. You are referred to Business Strategy and Stakeholder Management Minute 0002/2012. All information contained in that minute still pertains, with one small amendment. Instead of submitting your SIP action plan electronically to your IMG manager, you are asked to upload your plan onto the CEMIS at the same time as you complete the online SIP, using the upload facility.

2. As previously indicated, the focus areas for the SIP will be as follows:
2.1 School Profile
Staff: WCED and SGB; contract and part-time; in excess
Social support: Quintile, nutrition programme, learner transport
Staff numbers: Past trends and projections
Learner numbers: Past and projections
WCED Grade 3, 6 and 9 test scores for language and mathematics (2009[given] to 2015 [projection])
ANA test scores Grades 1- 6 (2011 and projections) / Grade 12 NSC results (projections)

2.2 General indicators
Average number of days absent per learner, average number of days absent per teacher
Numbers of learners repeating a year
Number of meetings with parents to discuss learner academic performance
List of policies identified for priority attention

2.3 Resources
Textbooks ordered, received, issued, used and retrieved
Workbooks received, issued, used
Number of learners who do not have either a desk or table & chair for the classroom
Maintenance expenses
Facilities – classrooms, library, hall, specialist rooms, toilets

2.4 Academic Performance Improvement
Numbers passing in language and mathematics and overall in Grades 1 - 9 and in all subjects offered and overall in Grades 10 -12


3. Attached are an EXCEL version of the template of the online SIP and Word versions of the possible Action Plan templates to assist with pre-population of these documents. The technical manual is also attached and guidelines are available on the CEMIS.

4. As in 2012, structured quarterly monitoring will be conducted by IMG managers at schools, linked to the SIPs. The focus areas will be the following:

  • Progress with the SIP
  • Workbooks
  • Textbooks
  • Grades 1 and 9 pass rates
  • Management (meetings with parents, planned teaching and support, the pace of curriculum delivery, data management, attendance management)
  • Desks and chairs
  • Infrastructure
  • Financial management

The dates by which the monitoring should be concluded were provided in the 2013 Calendar supplied in 2012. They are 20 March, 14 June, 13 September, 1 November and 29 November

5. In 2013, we would like more focus on (a) accurate reporting of enrolment numbers and (b) timeous maintenance of changes to enrolment data on CEMIS.
5.1 In 2013, the deadline for final sign-off on the Annual School Survey is brought forward to the end of April.
5.2 Since staff allocation, textbooks, and the provision of schools and classrooms are all dependent on accurate learner number data, please ensure that your school’s learner records are updated weekly.

6. Schools are also reminded of the requirement to use the tool for the online reporting of learner absenteeism on the CEMIS. Quarterly reports should be filed by the end of each quarter.

7. The 2012 focus to reduce the high number of failures in Grades 1 and 9 has borne fruit, with more learners passing than in the past. The province has recorded pleasing progress in numbers passing the National Senior Certificate, numbers earning Bachelor’s passes and in the quality and number of passes in Mathematics and Physical Science, as well as in the results of the provincial literacy and numeracy testing.

8. It is clear that good planning for teaching and learning, in combination with teachers, learners and parents who are motivated and work together, lead to good academic results. You are asked to consider your targets carefully and to set out plans that will lead to improved learning and results. The WCED commits to providing support where it is needed.
