1. Curriculum Minute 0002/2013, dated 26 February 2013, announced that there would be Curriculum and Assessment Policy Statement (CAPS) orientation during the final week of the 2013 July school holiday for teachers and principals responsible for Grades 7 - 9.

2. One-day subject orientation courses will take place during the week of 8 to 12 July 2013 and according to the attached schedules. Courses will run from 08:30 – 16:00. The programme allows teachers to choose the subject courses they will attend. On the morning of Friday, 12 July 2013, there will be curriculum management orientation for principals and those deputy principals who co-ordinate the Senior Phase.

3. Orientation courses for teachers (logistical arrangements)
3.1 Programme

Note that, while all education districts will offer all subjects, there is a distinct programme for each district.

3.2 Venues

Details of venues and subjects per day are given in the relevant Annexure A for each district. Schools are required to register teachers to attend at the venue for their circuit.

3.3 Registration
3.3.1 Schools are requested to take care when registering their Senior Phase teachers as catering and printing will be planned according to the information provided.
3.3.2 Each school should complete the relevant registration form for its own education district:

Metro South and Metro North:   Complete ANNEXURE B1
Eden & Central Karoo: Complete ANNEXURE B2
Metro East: Complete ANNEXURE B3
Cape Winelands and Overberg: Complete ANNEXURE B4
West Coast: Complete ANNEXURE B5
Metro Central: Complete ANNEXURE B6
3.3.3 Schools must return registration forms by no later than 30 May 2013 to their district’s GET co-ordinator (details in ANNEXURE A).
3.4 Travel

A travel allowance may be claimed, subject to the following conditions:

3.4.1 Full workshop attendance is confirmed.
3.4.2 At least 20 km per round trip per day is travelled (public and private transport).
3.4.3 The claim must not exceed 180 km per round trip per day. Teachers having to travel more than 140 km per round trip per day may register for accommodation. (See Annexure A.)

Claims will be assessed according to the following criteria:

Use of own car As far as possible, teachers must share transport.
Only the driver or owner of the vehicle may claim for the kilometres travelled. Any passengers must be listed.
A standard rate of R2,50 per kilometre will be paid.
Engine capacity will not apply.
Use of private lift club Only the driver or owner of the vehicle may claim for the kilometres travelled. Any passengers must be listed.
A standard rate of R2,50 per kilometre will be paid.
Engine capacity will not apply.
Use of a school bus The school must submit a letter indicating that the school bus was used, the names of passengers and the distance travelled.
A standard rate of R2,50 per kilometre will be paid.
Engine capacity will not apply.
Use of a registered service provider
Note: Prior approval must be obtained in writing from the district GET co-ordinator.
The school must obtain three (3) quotations and arrange for the hire of the service with the lowest quotation. The SCHOOL must pay the service provider.
The WCED will reimburse the school upon receipt of signed documentation, including the prior written approval from the district GET co-ordinator.
Teachers should arrange a group pick-up at a central point.
Use of public transport e.g. a taxi, bus, train Claims must indicate the start and end point of each stage of the journey.
Reimbursements will be made according to standard rates.
Evidence (tickets) may be requested by the claims official in order to validate the claim.
3.5 Accommodation and meals (where relevant)

Accommodation and meals (dinner and breakfast) will be made available on the following basis only:

3.5.1 The distance to the training venue must exceed 120 km return, per day.
3.5.2 Full training course attendance per day is confirmed.
3.5.3 Checking-in takes place between 16:00 and 17:00 the day before the course.
3.5.4 A written application for accommodation has been submitted to the district GET coordinator.
3.5.5 The application has been approved in writing by the district GET co-ordinator.
3.5.6 Approval of the application for accommodation must be obtained (in writing) from the district GET co-ordinator by 14 June 2013. Teachers who qualify for accommodation are responsible for ensuring that they receive this written approval prior to booking. No claim will be paid without this prior approval from the district GET co-ordinator.

Types of accommodation that can be used:

Hostel accommodation Where school hostel accommodation at no charge to teachers, has been secured. The following conditions will apply:

  • Teachers must complete and return the attached registration slip (Annexure B) by the due date.
  • Accommodation will be in shared rooms and teachers are required to bring their own bedding, towels and toiletries.
  • Places are limited to first come, first served
Registered hospitality establishments, e.g. bed and breakfast, guest house, hotel Teachers who choose not to stay in the hostel may stay in a registered hospitality establishment. The following conditions will apply:

  • Teachers must complete and return the attached registration slip (Annexure B) by the due date.
  • Up to R300 per day may be claimed for dinner, bed and breakfast.
  • An original invoice from the establishment must be countersigned by the claimant and submitted to the claims officer at the training course.
Family accommodation The following conditions apply to teachers who choose to stay with family:

  • Teachers must complete and return the attached registration slip (Annexure B) by the due date.
  • Up to R160 per day may be claimed for dinner, bed and breakfast.
  • This claim must be accompanied by a sworn affidavit from the relative concerned, countersigned by the claimant and submitted to the claims officer at the training course.
3.6 How to claim

Each training venue will have a claims officer to manage all claims. All claims must be submitted at the training venue to the designated claims officer. Assistance with claims will be made available during the tea and lunch breaks.


4. Orientation courses for principals and deputy principals
4.1 Principals of schools with Senior Phase grades are required to attend a 1-day orientation workshop on the NCS CAPS for Grades 7 - 9. All those deputy principals responsible for the Senior Phase grades are also required to attend with their principal. This workshop will take place on Friday, 12 July 2013, and it will begin at 08:00 sharp and end by 13:30.
4.2 Principals and Senior Phase deputy principals are required to register for attendance on Annexure C. Logistics will be planned according to this information. Please complete the form in full and return by no later than 30 May 2013 to the district GET co-ordinator.
4.3 Travel: The terms and conditions set out above will apply.
4.4 Accommodation and meals: Where possible, school hostel accommodation will be secured. If this is not possible, the terms and conditions set out above will apply.

5. Registration to cover the range of subjects

Principals are advised to co-ordinate the registration of the teachers from their school so that there is attendance across the range of subjects.


6. CAPS documents

It is essential that the teacher brings the CAPS document with them to the subject course they attend.


7. Certificates

Certificates of attendance will be provided.


8. School principals and district directors are kindly requested to bring the content of this minute to the attention of all staff.
