1. On 12 September 2011, the national Department of Basic Education published the Government Gazette 34600, which announced that the National Curriculum Statement (NCS) comprised the following documents:

  1. The Curriculum and Assessment Policy Statement (CAPS) for all approved subjects for Grades R - 12 (CAPS)

  2. The National Policy Pertaining to the Progression and Promotion Requirements of the NCS Grades R - 12

  3. The National Protocol for Assessment

Gazette 34600 stipulated that CAPS for the Foundation Phase should be implemented from January 2012, for the Intermediate Phase from January 2013, and for the Senior Phase from January 2014. It should therefore be noted that CAPS is currently being implemented in line with policy mandates in the Foundation and Intermediate Phases.

2. This minute serves as a first communiqué to inform schools and education district offices of the Western Cape Education Department's provincial rollout plan for the NCS (CAPS) in the Senior Phase.

3. Schools and district offices are kindly requested to reserve the dates on the rollout plan below for the purposes indicated:

Target group Dates in 2013 Purpose
Heads: Curriculum Co-ordination and advice, GET co-ordinators, curriculum advisers 13 -17 May 2013 DBE training of curriculum advisers
Heads: Curriculum Co-ordination and advice, GET co-ordinators, curriculum advisers 20 -24 May 2013 WCED training of curriculum advisers
Lead teachers 31 May 2013 & 1 June 2013 and 7 & 8 June 2013 Provincial training of Senior Phase lead teachers
All other district officials, including circuit team managers, IMG managers, Heads: IMG Co-ordination and advice, learning support advisers 18 – 21 June 2013 Training of all other district officials.
All Grades 7 to 9 teachers 8-11 July 2013 Circuit-based training Senior Phase NCS (CAPS)
All principals of schools with Senior Phase grades 12 July 2013 District-based orientation Senior Phase NCS (CAPS)

4. All teachers, school management teams and relevant officials:

  • must be able to introduce and/or support the implementation of the NCS (CAPS) in the Senior Phase from 2014; and

  • are required to attend the 2013 NCS (CAPS) orientation and ensure that planning for 2014 is aligned with the NCS (CAPS).
5. Further information on logistical matters will be provided closer to the above-mentioned dates.
6. School principals and district directors are kindly requested to bring this minute to the attention of all staff.
