1. Research has shown that many learners fall short in tests when dealing with higher order questions and problem-solving. The Western Cape Education Department (WCED) has, with the assistance of experts and in an attempt to improve learners’ skills in these two areas, produced prompt panels to assist teachers to develop higher-order thinking and problemsolving skills amongst their learners. Prompt panels are cards to be placed alongside texts and used to prompt questions, discussion and comprehension.
2. All schools will receive the following for use in Grades 1 to 6:

Languages

Each Grade 1 to 6 class will receive the following prompt panels on question-answering techniques (in the language of learning and teaching of the school, and arranged in reading stages):

  • 1 Emergent reading level panel (for teacher’s use)
  • 1 Early-reading level panel (for teacher’s use)
  • 1 Fluent-reading level panel (for teacher’s use)
  • 12 Independent-reading level panels (for learners’ use in groups)

Mathematics

Each Grade 3 to 6 class will receive 20 support panels on Mathematics problem-solving, to be shared by learners in pairs.

3. The prompt panels for Languages and Mathematics must be used during the designated teaching time for these two subjects.
4. Teachers will receive a set of guidelines in the use of the prompt panels.
5. Delivery of packs will take place in August/September 2013 through an appointed service provider.
6. Heads of department are requested to monitor the use of the panels and provide the necessary support to teachers. The guidelines provided are self-explanatory.
7. Education district officials will also provide support during cluster sessions and during classroom support visits.
8. The WCED is hopeful that these resources will yield the desired results and schools are encouraged to use them to the maximum.
9. Principals are kindly requested to bring this minute to the attention of all teachers of Grade 1 to 6.
